Because of China's capital market in a relatively short time,capital market structure is relatively simple,listed as means of misappropriating of many enterprises,but for small and medium-sized enterprises,listed higher threshold,many enterprises choose through fraud to achieve the purpose of the listing.At present,our country is in the system of new shares issued by the approval system to a registration system reform,will be in the market faces many uncertainties,provides opportunities for fraud breeding IPO.In the course of the study,this paper on HaiLianxun Technology Co.,Ltd.the motivation of financial fraud IPO the practical case and in the process of IPO market in interests were described in detail.Based on the market for these subject relationship were in-depth discussion,at the same time,the IPO for financial fraud and the basic elements of fraud means are analyzed,pointed out by IPO accounting fraud under the condition of how to realize the effective preventive measures,that is,to establish the liability of the regulators accountability mechanisms,improve the enthusiasm of the regulatory;set up IPO long-term punishment and compensation mechanism,so that counterfeiters outweigh the benefits.On the basis of the above analysis,this paper puts forward the basic measures of IPO governance of accounting fraud,mainly from the construction of laws and regulations and supervision mechanism two aspects.The contribution of this paper lies in on all aspects of the financial fraud IPO factors are analyzed,and combined with relevant cases analysis,to provide new ideas for the solution of the IPO accounting fraud,hope this paper can contribute to the reform of the stock system.
