For the future development strategy of China's Engineering Science and technology,two rounds of work have been carried out by the Chinese Academy of Engineering and the National Natural Fund Committee,namely,mid-and long-term development strategy research for 2030 China's Engineering Science and technology and mid-and long-term development strategy research for 2035 China's Engineering Science and technology.In order to improve the decentralization of knowledge resources,the difficulty of information sharing,the inefficiency of project organization and management,and the continuity,scientificity and standardization of strategic research,this paper tentatively constructs the conceptual model of knowledge service platform for Strategic Research of Engineering Science and technology,and then evaluates the service capability of the knowledge service platform.The evaluation results are analyzed and the improvement direction of knowledge service platform for Strategic Research of Engineering Science and technology is pointed out.This paper is based on the strategic research of Engineering Science and technology,taking the construction of knowledge service platform and the evaluation of knowledge service capability as the research foundation,and launches specific research from the following aspects.Firstly,the research contents of Engineering Science and technology strategy and knowledge service are summarized,and the meaning and characteristics of Engineering Science and technology strategy research knowledge service and its service capability are introduced.Secondly,on the basis of questionnaires and expert interviews,aiming at the construction of ontology knowledge base of knowledge service for Strategic Research of Engineering Science and technology,the improved seven-step decision-making method was adopted.With the aid of protege 4.0.2 ontology construction tool,the ontology model was described by OWL language,and the storage and query of ontology knowledge base of strategic research ontology for engineering science and technology was realized based on Jena relational database storage and query method.Inquiry,complete the construction of ontology knowledge base for Strategic Research of Engineering Science and technology.With Axure prototype design tool,complete the overall platform architecture design and each functional module for logical design and physical design through the combination of process step description,pseudocode and prototype interface.Furthermore,on the basis of the construction of knowledge service platform for Strategic Research of Engineering Science and technology,combined with the literature on Strategic Research of Engineering Science and technology,knowledge service capability and interviews with participants of strategic research project of Engineering Science and technology,and the results of expert investigation,the service capability of knowledge service platform for Strategic Research of Engineering Science and technology,which is relatively objective,systematic,operable and user-centered,is finally determined.The evaluation index system and the specific meaning of each index are explained in detail.On this basis,the ANP method with network relationship and the more objective intuitionistic fuzzy entropy weight method are combined to determine the index weight,and he intuitionistic fuzzy comprehensive evaluation method is used to evaluate the service capability of the knowledge service platform for the strategic research of Engineering Science and technology.Finally,on the basis of the actual data collected from the survey and the weight of the indicators and the evaluation results obtained from the empirical analysis,Suggestions on the practicability,accuracy,professionalism,networking and pertinent improvement of the knowledge service platform for Strategic Research of Engineering Science and technology were put forward.
