Railway passenger transport has irreplaceable role in attracting passengers and satisfying passengers' travel demand.It is an important component of railway transportation industry.In recent years,the number of railway passenger transport in China has continued to increase.In 2017,the number of railway passenger trips reached 3.038 billion.As the volume of traffic increases,so does the demand for railway services.The aim of railway passenger transport service is to meet the needs of passengers,to ensure the safe,fast,convenient and punctual delivery of passengers,and to improve the level of passenger satisfaction.According to the reform of the state council and the transformation of functions,the railway management system was separated in 2013.As the national railway bureau of the railway industry supervision and administration department,one of its main responsibilities is to supervise and manage the quality of railway transportation service.In order to improve the service quality of railway transportation,better to perform regulatory responsibilities,national railway administration,set up the government home page "director mailbox" and "complaint reporting",national railway customer complaint information collecting.Because the director mailbox receive complaints from large amount of information data,content is multifarious,rely on the way of artificial carding efficiency is low,the classification standard is difficult to unify,unable to better provide decision-making basis for government regulation.Based on the previous passenger transport service complaints data were analyzed,and on this basis,build a rail passenger service complaints system database,using database of the complaint information for effective management and use,at the same time,through the government regulation related laws and regulations,rules and regulations,find the complaint information,the corresponding relationship between laws and regulations of the rail for regulators to provide auxiliary decision.First,collect box,head of the national railway,nearly three years of complaints about railway passenger service information,complaints about these data filtering,sorting,analysis,classification,determine the railway passenger complaints information data classification standards;Secondly,based on the data classification standard,I established a database of railway passenger service complaints system based on SQL Server platform.Thirdly,according to the structure and content of the database,the corresponding relationship between the complaint information and the regulatory system should be established by comparing and analyzing the laws and regulations and rules and regulations of government supervision.Finally,the railway passenger complaints system in government supervision is analyzed to validate the application,not only can realize complaints found that the problem can establish contact with the current laws and regulations,rules and regulations,and provide the basis for government decision-making,at the same time can complain through real-time monitoring information content and the change of the quantity,evaluate the effectiveness of the current laws and regulations,rules and regulations,so as to realize the railway passenger service complaint database supporting government regulatory decisions.
