| Finance is the economic basis and an important means by which a country or local government can realize its functions.Financial security has a bearing on the well-being of hundreds of millions of people and deserves sustained attention from both theorists and practitioners.The National Auditing Conference held in January 2018 also pointed out that we should earnestly carry out the various special audits like finance in the new Xi Jinping era,closely around the new era,new requirements,new deployment,prevent financial risks,etc.,and maintain financial security.As an important part of the eight oversight systems in the country,auditing is an endogenous "immune system" in the system of state administration.It serves the state administration and preserves the national financial security by safeguarding,revealing and defending functions.As a convenient and swift media tool,news media is one of the main carriers of media supervision.Because of their wide distribution of information networks,many channels of information,wide sources of information,journalists having unique occupational sensitivities,they can promptly and quickly detect major financial problems that may arise in government departments and give strong disclosure and exposure,to help protect local financial security.However,there is not much empirical literature on the relationship between government auditing and financial security in academia at present and most of the researches are directed at the national economic security.There are only a few empirical studies that examine the relationship between media supervision and government auditing,and the conclusion is not the same.Fewer scholars study government audit,media attention and financial security on the same framework.Therefore,this article draws on the existing research results,explores the relationship and the role of the path between the government audit,media attention and public financial security,which has important theoretical significance and practical value.The research idea of this paper is as follows: Taking the panel data of 31 provinces,autonomous regions and municipalities directly under the Central Government from 2007 to 2014 as the research sample,the article uses the combination of normative research and empirical research to analyze theoretically the relationship between media attention and financial security,media attention and government audit,government audit and financial security in the first,and then puts forward the hypothesis that government audit plays an intermediary role in media attention and maintaining local financial security.After that,we construct the econometric model to test the intermediary effect,and analyze the result of multiple regression and intermediary effect,draw the conclusions and enlightenment,and finally propose some policy suggestions briefly.Through theoretical analysis and empirical test,this paper draws the following conclusions: First,the media attention can significantly improve the local financial security,that is,the media reports to the local government more and the local financial risk coefficient is smaller.Second,the media attention can significantly promote the revealing function,defending function of the government audit and the prevention function of the audit proposal to be adopted,and can not significantly promote the prevention function of the transfer personnel to be dealt with.Third,the revealing function,defending function of government audit and partial prevention function are significant to maintain the local financial security.Fourth,the government audit plays an intermediary role in the media attention to safeguarding local financial security.That is,media attention plays an effective role in safeguarding the local financial security by acting on the revealing function,defending function of the government audit and the preventing function.In other words,the media coverage of the local financial security does not directly improve the local financial security. |
