The rapid development of the Internet has promoted the development of national e-government and e-commerce.However,with the development of the network, the dark side of the network is also displayed accordingly. The virtualization and anonymity of Internet users' identity have limited the development of e-commerce and online payment applications. At present,China's information network security infrastructure is still far from being able to achieve autonomous and controllable requirements. One of the most important links is the lack of citizen network identity management. At present,China's citizen network authentication management is still in its infancy, and the previous research on network identity management still has a great gap. This paper aims to review the results of previous studies and summarizes the difficulties and causes faced by China's citizen network identity management at the present stage.Case studies, content analysis, and comparisons are used to study the Austrian citizenship card and Belgium. The online identity authentication management system adopted by several countries, such as the certificate electronic identity card, the German two-way authentication mechanism, the NSTIC of the United States, and the network real name system of Korea, analyzes the experiences and lessons of these advanced countries and combines the actual situation of the management of the identity authentication of the citizens' network in China.China's standard construction, technology research and development, and legal systems have proposed countermeasures and suggestions to effectively strengthen the management of China's citizen network identity certification, and provide reference value for government departments to formulate relevant management policies.
