Research On The Problems And Countermeasures Of The Subsidy Work For Poor Students In H College Of Huai'an City

With the large-scale expansion of enrollment in colleges and universities,the number of students has soared.In addition to the reform of higher education fee system,most of the costs of higher education need to be borne by families,which makes the number of poor students increase year by year.The college poor student financial aid is related to the fight against poverty,social equity and economic and social benefits,and is a basic work to implement China's strategy of education and prosperity and the realization of a strong scientific and technological power.Also,due to the extensive scope of this work,wide range recipients,large amount of funds and other reasons,the poor student financial aid is widely concerned by the community.Therefore,there is great theoretical and practical significance to increase the research of supporting poor students.The paper takes the poor student's support work in Huai'an City H College as an example,with the research methods such as literature research,comparative research,questionnaire survey and interview method to analyze and discuss some problems existing in the support work of poor students in H College.First of all,the paper analyzes a number of problems of H College-poor students support work,such as the poor effect of support for education,low degree of poor students qualification recognition,poor support policy publicity effect,unreasonable work-study job set-up and poverty funding indicators distribution standard.The unscientific funding policy,straggling concept of financing,the inaccurate identification of poor students and the lack of implementation of the examination,the narrow channels of funding sources and the funding mechanism is not perfect are the causes of the above problems.Then,under the guidance of the theory of educational equity,higher education cost sharing theory and human capital investment theory,we draw on the outstanding student funding work cases at home and abroad,and put forward some countermeasures to improve the work of poor students in H College.First,adjust the current funding policy as the guide,increase the number of work-study posts,optimize the job structure improve the post salary level and other means to improve the level of work-study management.Second,use the same standards to select real poor students throughout the college by departments and supply both financial and mental support to poor students.Third,promote the precision of student financial support work,build a new precise funding model and do the propaganda work at key times by experts.Forth,the government introduces relevant tax reform policies and creates a social donation atmosphere to strengthen the supervision of social donor institutions,while the college sets up university foundations,improves alumni donation mechanism and use the Internet to broaden the channels and sources of student aid funds.Finally,improve the supervision mechanism of financial support,the mechanism of financial support evaluation and the long-term mechanism of tracking and feedback of poor students to improve the satisfaction of government,social and student financial support.In order to promote the smooth progress of the support work of poor students,so that more poor students can enjoy the right to get education,and for other similar institutions in China to solve the problem of student financial assistance to provide a reference,has a certain theoretical and practical significance.
