The driving force of social progress and economic growth stems from the ability of talents to innovate in technology.Human capital,as an important participating factor in the production process,can not only carry out independent R & D and innovation through the accumulation of knowledge,but also digest and influence it by drawing on advanced technology levels.The article sorts and analyzes related research theories,adopts the human capital index as an indicator to measure China's human capital level,and divides the effect of human capital on output into three parts,which are the factor input of human capital and human capital.Independent innovation ability and human capital's ability to imitate cutting-edge technology.Based on panel data of 30 provinces and cities in China from 2000 to 2016,the per capita income level of Shanghai in developed provinces and cities in Shanghai and the per capita income level of developed countries in foreign countries were used to measure the technology gap An empirical analysis is made on the influence mechanism of human capital on economic growth and the regional differences of the mechanism of human capital on economic growth are studied.The research results show that as the Chinese economy enters a new normal,economists have discovered that human capital can be used to make up for the loss of demographic dividends.Aiming at the important production factor of human capital,economists have shown that it can be invested in education and training to promote output growth.It can also improve the country's scientific and technological level through the continuous input and accumulation of human capital to achieve production efficiency.Ascension promotes social development.The overall effect of human capital on the economic growth of Lucas is not obvious.Human capital mainly indirectly affects economic growth through independent innovation and emulation of cutting-edge technologies,but the technology emulation here is to imitate foreign high-tech rather than domestic high-tech.Human capital in the eastern region can either directly affect output through factor accumulation,or indirectly affect economy through independent innovation and imitating high-tech.The central and western regions mainly rely on the role of human capital in independent innovation to improve labor productivity and indirectly affect economic development.
