In the era of profound changes in the momentum of global economic growth,China has issued a series of overall,strategic and guiding documents,and drawn a grand blueprint for building a manufacturing power,an education power and a talent power.The professionalism of the profession needs the workers to receive training,and the vocational skill training is given the historical mission of training workers.Employment is the biggest livelihood of the people.In the context of increasingly severe employment situation,improving public vocational skills training is to be able to develop human resources more widely and systematically,and to promote more workers to receive professional vocational knowledge and technical skills training.This study analyzes the current situation,problems and reasons of public vocational skills training in China from the aspects of object,main system,investment mechanism,training mode and other dimensions,using literature,historical research and investigation methods.At the same time,through the study of public vocational skills training in some developed countries,we can understand the advanced experience of developed countries for our reference.Finally,from the reality of our country,we put forward the safeguard strategy,in order to further promote the improvement and development of public vocational skills training.This study mainly studies the following aspects: first,combing the development process of public vocational skills training in China since the founding of the people's Republic of China,it is found that the development of public vocational skills training in China has gone through three stages: germination and exploration,development and shaping,deepening reform and continuous development.Then it analyzes the current situation and characteristics of the research object,main body system,investment mechanism,training mode,training implementation and training evaluation of public vocational skill training in recent years.Second,Combined with the current situation and practical observation of public vocational skills training,this paper analyzes the shortcomings of the current public vocational skills training in China,and finds that the main problems are the limited training scope and the negative attitude of some trainees,the weak coordination and basic ability of the training subjects,the urgent need to strengthen the funding investment,the special training as the main training mode and other training modes There are six problems,such as hard to promote the limited components,unclear rights and responsibilities in the operation process of training implementation system,and weak supervision and supervision of training evaluation.Third,By analyzing the historical development and current situation of the public occupation training in three developed countries of Japan,the United States and Australia,we can get the best and summarize the experience for reference in the legal policy system,organization system and evaluation mechanism in view of the practical problems of our country's occupation vocational skill training.Fourth,put forward the strategies to improve the public vocational skills training.It mainly includes: improving the horizontal and vertical needs of the trainees to participate in the training by means of legislative guarantee and strict supervision;establishing a training subject system with indirect guidance of the government,active participation of enterprises and efficient competition of institutions,strengthening the sharing of high-quality resources of public vocational skills training,improving the service quality of the teaching staff of public vocational skills training;strengthening the training of public finance In addition,we should strengthen the supervision of the implementation of the training and make comprehensive use of various means;improve the training evaluation system,establish scientific quality evaluation standards and improve professional qualifications Certificate system,the establishment of a diversified evaluation of the main system.This study has a certain role in improving the theory and practice of public vocational skills training.In the future,further strengthening the research will be conducive to promoting the development of the theory of public vocational skills training,and will further promote the work of public vocational skills training in practice,promote its improvement,promote the improvement of workers' professional ability,and then provide high-quality human resources for the social stability and healthy economic development.
