Israel is a nation founded by education,who setting up universities before the founding of the State of Israel,which shows that,and the gifted education is one of the important reasons for Israel's rapid development.From 1958 to 2016,the development of Israel gifted education in primary and secondary education can be divided into three periods.From 1958 to 1972,it was the initial stage of gifted education in Israel.In 1958,the Ministry of Education in Israel began to discuss the education of the gifted children.In 1971,the Ministry of Education redefined the concept of equality in education.Realizing that intelligence is a very important resource,the Ministry of Education began to formulate policies to meet the needs of the gifted children.The goal of the gifted education was to help gifted children maximize their capacities for their own sake and do with the welfare of others.The gifted program began to be implemented in some areas.From 1973 to 2003 is the development stage of gifted education in Israel.In 1973,the Department for Gifted Children was established,being an integral part of the central education system.Israel is a country of immigrants.The Department for Gifted Children proposed a one-dimensional definition of intelligence.Although there are subtle differences in the expression of the goal of the gifted education,they all pointed to the two goals of individual and society.The selection criteria and procedures of the gifted children were also maturing.The Department of Gifted and Outstanding students provided in-service training for gifted teachers.The gifted programs were becoming more and more abundant.From 2004 to 2016 is the deeper stage of gifted education in Israel.In 2004,the Ministry of Education adopted a policy proposal for the reform of gifted education,proposed multi-dimensional the definition and the goal of gifted children,and the basic principles and methods of implementing gifted education.The selection standard had changed from a single national standard to a combination of national standards and local standards.For special children,a separate selection standard has been adopted.The selection formula had been adjusted to increase the enrollment rate of girls.The introduction of the qualification certificate for the gifted teachers has improved the professionalizationof the teaching staff of the gifted education.With the development of the times,the gifted program has established virtual schools to meet the needs of marginalized gifted students.In Israel,the transformation of the concept of gifted education,definition,goal,selection system,content and development law provide important experience and enlightenment for the development of China's gifted education.
