To meet the needs of our country's economic,social and educational development for high-level practical talents,and to further adjust and optimize the type,structure and level of educational disciplines,our country has set up and run a doctorate degree in education(Doctor of Education,abbreviated as Ed.D).By the end of 2018,the country has added two groups of educational doctoral training colleges,a total of 27,a total of 1747 students,enrollment work has made great progress.As the entrance link of high-level talents training,the enrollment of education doctor should take into account the needs of society and the development of schools.This study selects Liaoning Province as the case,starts with the education doctor enrollment object demand,unifies the present examination condition,carries on the inquiry to the university education doctor enrollment question.This paper first uses the literature research method and the text analysis method,from our country education doctor policy text and the present university enrollment brief chapter combs out the education doctor to recruit the examination condition,determines the investigation dimension;and based on this,has compiled the questionnaire,in order to collect the Liaoning Province elementary and middle school teacher to the education doctor enrollment demand situation,simultaneously carries on the interview to the primary and middle school administrator and the Liaoning normal university in the education doctor,in-depth understanding different groups obtains the education doctor's goal.Use comparative analysis Law to find out the problems in enrollment and solutions.Through investigation,it is found that the problems in enrollment of doctoral students in education in Liaoning Province are mainly concentrated in four aspects:first,the enrollment scale is small and it is difficult to meet the needs of teachers;second,the conditions for applying for an examination are too high,which is not conducive to the study of excellent teachers in the first line;third,the number of years and methods of study are fixed,and the contradiction between teachers and learning isprominent;and fourth,the examination link is limited and does not take into account the particularity of teachers' work.After attribution analysis,it is found that there are two aspects behind the reasons: one is that the state control is strict,the approval conditions of authorized colleges are higher,and the planned enrollment quota is limited,so it is difficult to meet the needs of the society to study;the other is that there is convergence between the requirements of enrollment colleges and the requirements of academic doctorate phenomenon,the entrance threshold is higher,the restriction is more,fails to take into account the teacher group particularity,and has the disparity with the training practice type talented person.In view of the existing problems,the following strategies are put forward for the enrollment of doctoral students in colleges and universities: first,the state should appropriately expand the scale of enrollment of doctoral students in education,gradually relax the conditions for examination and approval of doctoral students in education,increase the number number and quota of colleges and universities;second,colleges and universities should draw lessons from the advanced experience of foreign countries and appropriately relax the conditions for registration;adopt flexible academic system and learning methods to alleviate the contradiction between teachers' work and learning;and gradually improve the examination mechanism and implement the evaluation standard index.The reform of enrollment of education doctor is not to lower the standard,but to construct the ecological system of high-level talent training,to realize the rationalization and specialization of enrollment,and to truly screen out talents under the premise of ensuring the quality of training of education doctor.
