Study On The Dilemma And Breakthrough Of Mixed Ownership In Higher Vocational Colleges

In 2014,the state council promulgated the decision on accelerating the development of modern vocation education,proposing to “explore the development of joint-stock and mixed-ownership vocational colleges and universities,and allow them to participate in running schools with capital,knowledge,technology,management and other elements and enjoy corresponding rights.At present,vocational colleges and universities are actively exploring ways to improve their competitiveness through the transformation of running schools under mixed ownership,and studies on running schools under mixed ownership are also gradually deepened.This paper revolves around the mixed sector of the new system of running a school,based on the reform of vocational education management perspective,draw lessons from the research achievements of modern management science,economics and other fields,theoretically demonstrates the feasibility of China's higher vocational colleges and universities implement the mixed ownership,through field investigation and literature information,collection of Hainan vocational and technical college,Suzhou industrial park vocational and technical colleges,purple post three mixed sector of the vocational and technical college of higher vocational college educational background,assets structure,sources of funds and the status of the corporate governance structure,to analyze our country higher vocational colleges in exploring the mixed ownership reform existing the development of public welfare and profit-making conflict,change position is not clear,insufficient legal protection,funds source channel narrow limit the development of colleges and universities,the problem of the faculty,is the pursuit of the educational scale in order to increase profits and enhance the connotation of the educational quality to increase construction into the contradiction,put forward legislation to clear the mixed ownership properties,determining the rights,responsibilities and interests of each host,the government issuing supportive policies of financial support and team building,improving the governance structure and internal management system of higher vocational colleges,and formulating effective and feasible management modes.
