The Influence Of Childbearing Cost On Fertility Willingness And Its Study Of Sharing Mechanism

The Chinese population crisis is gradually getting closer,both two-child fertility policy for couples where either the husband or the wife is from a single-child family and the universal two-child policy didn't achieve the desired effect.the results of some social surveys point to the high childbearing cost is an important reason for the low fertility willingness.Thus,based on the theory of cost-benefit,this paper explores the relationship of childbearing cost and family fertility willingness,discusses sharing mechanism of family birth costs,which provide reference for future maternity welfare policy formulation.Firstly,based on the data of CFPS2010-2016,this paper used the method of summary algorithm and the equivalence scale to measure the childbearing cost.The results show that among the constituent items in the childbearing cost,the education costs,food costs and medical costs account for the largest proportion.The childbearing cost in rural families and urban families is on the rise.Between the year of 2010 and 2016,in the rural families,the childbearing cost is from 2765 yuan to 9258 yuan.,and the median cost increases from 2083 yuan to 5953 yuan.In the urban families,the childbearing cost is from 2820 yuan to 9259 yuan,and the median cost increase from 4067 yuan to 11280 yuan.The gap of childbearing cost between urban and rural families is still significant.The equivalence scale of fertility is 1.62,which means that for each child in the family,they need to increase their income by 62% if they want to maintain their welfare as before.It can be seen that both the absolute or relative childbearing cost has reached a high level.Secondly,in order to further study the degree of influence of childbearing cost on fertility willingness,this paper introduces other control variables to construct an ordered logit model.The results of the model show that the childbearing cost has greater influence than other control variables on fertility willingness,and the results are robust.Based on this conclusion,this paper believes that the key to improving the fertility willingness is how to share the family's reproductive costs.Then,based on the aspects of family and society,this paper further constructs a multi-layer linear model to study the main factors affecting the childbearing cost.The research results show that the housing price and medical resources in the region have a positive impact on the childbearing cost.In the family birth culture,the more modern concept of parenting is and the more intense family education atmosphere will also raise the childbearing cost.The further study is about how the factors influence childbearing cost through the way of both family and society by constructing a multi-layer linear model.The results of the study show that housing prices and medical resources in the region both have the positive effects on childbearing cost,and the modern concept of parenting and more educational expectation in the family culture also raise the childbearing cost.Finally,Based on the analysis results and the policy experience of sharing mechanism abroad,this paper recommends the policy for sharing the childbearing cost from the way of both family and society.
