Information and technology has profoundly changed the social production modes and life styles,and also the ways people learn.In order to effectively deal with the challenges brought by the development of information & technology,the international community has begun to rethink the function of education and set out to update the goals of talent training and education.Specifically,they defined and selected key competencies based on social characteristics and learning characteristics,of which particular emphasis is information & technology literacy.However,the speed and uncertainty of technological change make it difficult for people to supervise and manage information & technology.Preventing,correcting and mitigating the negative impact of technology while maintaining the vigorous development of educational activities has become a balancing problem that researchers need to consider.The existing key competencies and information & technology literacy are result-oriented,they seldom consider about the negative effects of technology,which makes key competencies and information & technology literacy have some shortcomings.Bela H.Bánáthy pointed out that education should be dedicated to improving people's quality and wisdom.He called for a new learning agenda,hoping students can develop related qualities required by the information society in order to effectively cope with the multiple consequences of technology on society.This study firstly systematically introduces sociocultural intelligence and its specific connotation from three aspects: era background,theoretical basis,practical function and reflection.Specifically,sociocultural intelligence can be divided into three dimensions: cognition,attitude and behavior,mainly including basic knowledge,judgment,understanding,critical thinking,reflective consciousness,ownership consciousness,humanistic care,sustainable development awareness,community awareness,self-management,risk management,reconstruction and innovation.Secondly,this study takes sociocultural intelligence as the starting point,and further sorts out the focus and lack of key competencies and information & technology literacy through international comparison.The study find that researchers mainly focus on the technical dimension,including: the ability to retrieve and obtain information,the ability to evaluate and use information,the ability to create or integrate information,the ability to share or exchange information.But the cognitive dimension does not pay much attention to high-order understanding,and “meta-competencies ",the attitude / value dimension lacks empathy,fairness awareness,and sustainable development concepts.By comparing the “key competencies " frameworks,the study also find that researchers pay less attention to “the heart of competencies” and "relationship".From the perspective of human cognitive structure,sociocultural intelligence emphasizes understanding and wisdom,and emphasizes the relationship and interaction between people and the outside world,which providing effective path for the cultivation of key competencies in the future.Faced with the impact of information & technology on education,researchers are trying to reconstruct the learning content,processes and methods around “key competencies ".Bánáthy's new learning agenda has some reference significance,but it still needs to be supplemented to make it more clear and feasible.This study is aims to improve and supplement “key competencies” by analyzing “new learning agenda”.Based on that,,we should focus horizontally on the development of human cognition,paying attention to the capabilities of mining,processing,transforming,sharing,and storing data and information.And then develop the capabilities of understanding and wisdom,cultivate high-order competencies under the premise of attaching importance to knowledge and skills as always.Vertically,we should draw on the ideas of OECD,focusing on interaction between people and tools,people and people,people and society.We also should pay attention to the interaction within homogeneous groups and among heterogeneous groups.
