Preschool education is the beginning of lifelong learning,is an important part of the national education system.The 19 th national congress of the communist party of China(CPC)put "having children at an early age" at the beginning of the people's livelihood.The problem of preschool children's "difficulty in entering school" and "high cost" is related to the fairness of education starting point and the future of the country.How to solve this difficulty is not only the concern of the whole society,but also the responsibility of the government.Since the promulgate of the outline of China's education plan,preschool education has been highly valued.The role of public kindergartens in guaranteeing the basic needs,providing the basic necessities,guiding the direction and balancing the price should not be underestimated.Local governments have been committed to the financial investment in preschool education,increasing the construction of public kindergartens and making remarkable achievements.However,from the perspective of educational equity,we can see that the imbalance of financial investment in public kindergartens is objective.The proportion of financial expenditure in public kindergartens is still relatively low,and the financial investment in public kindergartens has obvious urban-rural gap,inter-provincial difference and regional difference,which restricts the balanced development of public kindergartens and affects the educational equity.This article selects the present stage our country public kindergarten financial investment imbalance problem as the research object,according to "financial input in public kindergarten is not balanced,unbalanced situation analysis,quantitative measure,developing trend,factors affecting the empirical analysis,the conclusion suggested that" the logic of the main line to unfold,select embrace the education funds of public budget as a general index of government financial input levels.Based on the current situation analysis and theil index to measure the development trend of the regional gap in financial input of public kindergartens in China,it is found that the urban-rural gap in financial input of public kindergartens has gradually narrowed and the inter-provincial gap has gradually expanded since 2014.In order to further explore its influencing factors,empirical analysis is conducted.Collection of 31 provinces,autonomous regions and municipalities directly under the central government in 2011-2017 China statistical yearbook,China educationstatistical yearbook,China education expenditure statistical yearbook of the data,will China provincial general education funds of public budget,index as the dependent variable,select the provincial GDP per capita,the provincial public kindergarten's governmentsyat accounted for the proportion of financial education funds always,provincial urban and rural per capita disposable income ratio,the provinces of the tertiary industry accounted as independent variables,China construct econometric model to investigate the budget of the general public the influence factors of education funding gap between urban and rural areas.The empirical results show that: improving the level of economic development,narrowing the urban-rural income gap,increasing the proportion of fiscal expenditure in public kindergartens and developing the tertiary industry are all conducive to reducing the imbalance of fiscal input in public kindergartens.Through research summary,since the two phase of the preschool education development action plan,public school financing gap between urban and rural areas,obvious effects of policy interventions,and provincial gap,this is our country public kindergarten next development direction,thus puts forward some countermeasures to promote the balanced development of the public kindergarten choices: to maintain the stability of the state of coordinated development of urban and rural economy,to avoid fiscal input adequacy by adverse effects,divided government responsibility at all levels,from the perspective of legislation to provide powerful guarantee for financial investment,in order to provide certain reference to the development of related public kindergarten.
