| Vocational training has become an important instrument to improve employees'knowledge and skills.With the development of society,many problems expose in the freewheeling vocational training,such as the imbalance between training supply and demand and the free-rider problem.The decline of training activeness leads to the under-investment in training.Many countries have developed training funds to make sure the financial income for enterprises training.As the subject of this study,Netherlands has a positive labour market and its unemployment is lower than the average level in EU.This is partly due to its perfect sectoral training funds.Sectoral training funds aims to solve the financial problems of vocational training which does not developed at one stroke.Before 19thcentury,dutch vocational training is so free that no government involved and worker only got the scattered skills in their workplace.The government thought the industry took the responsibility to training workers.During 19thcentury,although the government started to get involved,it was so superficial and the financing is so little that could not solve the practical financial problem.In the middle of 1980s,the Wagner Commission concluded that an increased involvement of the business community was desirable,which resulted in an agreement on the principle that vocational education and training should be the joint responsibility of the state,training providers and the business community.At that time,sectoral training funds was established.The author gives an elaboration on the functioning mode from three aspects-management and measurement system,financial source and distribution and the tripartite responsibility.After summarize on the experience and deficiencies,it tends to put forward some reference and enlightenment which can help to solve the financial problems of training in China.This thesis can be divided into five chapters.The first chapter mainly describe the research background and the meaning of the topic,introduces the domestic and foreign scholars on the related research,distinguishes and explains several core concepts like“vocational education”,“vocational training”and“enterprise training”.the second chapter mainly gives an description about national training funds including its concept and classification,finally gives a theoretical analysis.The third chapter is the historical development of financing vocational training in the Netherlands which can be divided into three parts-the free system,government involved system and government-led and industry participated system of financing training.The forth chapter introduces the functioning of sectoral training funds in Netherlands from different aspects and gives the description about a specific sectoral training fund to have a better understanding-the fund for the metal sector(OOM).At the end of this chapter,there is a summary about the experience and deficiency of sectoral training funds in the Netherlands.Base on the summary,the fifth chapter hopes to give some enlightenment to solve the financial problem of training in China. |
