Research On Embedded Poverty Alleviation Of Subordinate Universities Of Ministry Of Education Under Perspective Of Institutional Collective Action

Targeted poverty alleviation has become the theme of China's poverty alleviation and development and the basic strategy of poverty alleviation,while social poverty alleviation has become an important part of China's poverty alleviation system.As a public sector,colleges and universities play an important role in "blood transfusion" and "hematopoiesis" in targeted poverty alleviation.In the process of targeted poverty alleviation,directly affiliated colleges and universities not only play the advantages of social services,but also have obvious administrative characteristics of the government.The action logic and the choice of cooperation mechanism of the targeted poverty alleviation cooperation in the universities directly under the University have an important influence on the realization of the poverty alleviation goal.The research mainly uses literature research,interview and participatory observation,and takes the targeted poverty alleviation action of directly affiliated colleges and universities as the research object.It studies the process of cooperation and interaction between directly affiliated colleges and universities,central government departments and poverty-stricken counties around targeted poverty alleviation,reveals the interaction mode of targeted poverty alleviation cooperation between directly affiliated colleges and universities,central government departments and poverty-stricken local governments in hierarchical network,and analyzes the interaction mode of targeted poverty alleviation cooperation Its influence on the action logic and the choice of cooperation mechanism in the process of participating in targeted poverty alleviation.From the perspective of institutional collective action theory,this paper explores the construction of the collective action framework of "vertical constraint horizontal embeddedness" in the process of targeted poverty alleviation in Colleges and universities to verify and explain the logic of targeted poverty alleviation in Colleges and Universities under the hierarchical relationship network and its impact on the effectiveness of poverty alleviation.It is found that colleges and universities are both voluntary and compulsory when they participate in targeted poverty alleviation cooperation,and the embedded targeted poverty alleviation cooperation in Colleges and universities contributes to the improvement of local poverty governance and the realization of win-win cooperation among partners.In order to further carry out the targeted poverty alleviation work,it is necessary to optimize the pairing list of universities and supporting places,build the information platform of University poverty alleviation projects,and stimulate the endogenous motivation of universities to participate in the targeted assistance.
