Research On The Policy Of Talents In Local Government's Private Enterprises

Report of the 19 th National Congress of the Communist Party of China points out that talents are strategic resources to achieve national rejuvenation and win the initiative of international competition.General secretary Xi Jinping has pointed out that development is the top priority,and the talents are the first resource and innovation is the first driving force.Enterprise management personnel,professional and technical personnel,high-skilled personnel are the valuable human resources,which are strategic resources that determine the core competitiveness and sustainable development of enterprises.The number and scale of private enterprises in Zhaoqing city are constantly expanding,which plays a decisive role in the development of the national economy of Zhaoqing city.As an important basis for maintaining steady and rapid economic development,the development of private enterprises is not only conducive to the transformation of the development pattern and the improvement of people's well-being,but also greatly promotes social harmony.However,the current private economy is still short of innovation,few industry benchmarks and well-known brands,and poor employment capacity.Private enterprises are generally faced with severe challenges of talent retention,and the problem of talent has become a bottleneck for the growth of private enterprises.Into the 21 st century,the introduction and cultivation of talents in Zhaoqing city is gradually valued.In 2016,in particular,Zhaoqing issued the most systematic,comprehensive and valuable talent policy--"Xijiang talent plan" 1 + 10 + N series of policies,providing all-round and three-dimensional incentive guarantee for talents.Therefore,it has become an important topic to clarify the various talent policies of Zhaoqing city and the current implementation of the talent policies in private enterprises,and to explore how Zhaoqing city should strengthen the development ability and management level of the talent resources of private enterprises through the talent policies,so as to promote the development of private enterprises.This study tries to find out the advantages and the competitive power of talent policies in Zhaoqing city through theoretical analysis,questionnaire analysis,empirical analysis and case analysis.Furthermore,this paper makes an in-depth study on the development of private enterprises in zhaoqing city through talent policy.
