Study On The Mechanism Of Sports Public Service Demand Expression Of Community Residents In Changsha

With the promulgation and implementation of China's sports powerhouse and fitness-for-all strategy,community sports public services are gradually receiving widespread attention from the general public.One of the factors that affects the quality of life of community residents is whether the voice of the community residents in need of sports public services can be efficiently expressed to the relevant departments and receive attention and timely feedback.To build and improve the mechanism for expressing the needs of community residents for public sports services,with a view to meeting the overall needs of community residents for public sports services.This paper uses the literature approach,interview approach,observational approach and rooted theory research method.Through interviews with community residents and community workers in 30 communities in Changsha City,the study constructed a mechanism for expressing the demand for sports public services among community residents in Changsha City using the New Public Service Theory,Service-based Government Theory and Public Choice Theory.The following conclusions were drawn:(1)The three initial categories of imbalance in the supply and demand of community sports public services in Changsha City,the absence of demand expressors and poor communication between demand expressors and recipients are the main contradictions in the supply and demand of community sports public services in Changsha City at this stage.(2)The poor sports policy environment of the Changsha municipal government,the poor community sports public service environment,and the imperfect system of guaranteeing the expression of demand,all of which have seriously affected the development of the mechanism of expression of demand for community residents' sports public services in Changsha and lowered the level of Changsha's sports public services.(3)The logical structure of the demand expression mechanism: expression subject ? expression demand ? expression receptor ? demand information integration ? service decision ? demand supply.(4)Based on the logical structure of the demand expression mechanism,a model of the demand expression mechanism for sports public services for community residents in Changsha City was established.The model is divided into four modules: demand expression information transmission,demand expression information collection,service decision making,and demand supply.To address the main contradictions in the supply and demand of community sports public services in Changsha and the main problems of the demand expression mechanism in the study,it is proposed to optimize the countermeasures for the construction of the demand expression mechanism: safeguarding the rights of the subjects of demand,improving the decision-making system of community sports public services and optimizing the demand supply system of community sports public services.
