The report of 19th National Congress of the Communist Party of China states:"We must fully implement the party's educational policy and implement the fundamental task of cultivating people by moral education." In 2019,General Secretary Xi Jinping stressed at the national school ideological and political theory class teachers' forum that ideological and political theory class is the key course to carry out the fundamental task of cultivating people by moral education. The adolescent stage is the "jointing booting stage" of life, and it requires the most careful guidance and cultivation. The moral and rule of law course in junior high school is an important part of the ideological and political theory course. In order to make this course achieve the goal of the course,it is necessary for teachers to increase the research on students' cognitive law, acceptance characteristics and so on,so as to give full play to the leading role of teachers and students' main role,so as to stimulate students' learning motivation.Maslow's theory of hierarchy of needs takes human dynamic and multi-level needs as the main content. The need is directly proportional to the intensity of motivation, this conclusion has been confirmed by relevant research in the field of psychology. In order to enhance students'learning motivation,it is necessary to actively guide and meet various needs of students in the learning process. Therefore, under Maslow's theory of hierarchy of needs,it is a worthy method to stimulate the learning motivation of junior high school students in moral and rule of law classes by respecting and satisfying the needs of students. In order to make the theory of hierarchy of needs can be effectively applied to stimulate the learning motivation of junior high school students' moral and rule of law classes, this paper adopts the methods of literature research, questionnaire survey and interview, action research and so on.The first chapter mainly deals with the basic content of hierarchy of needs theory, the definition of related concepts, the relationship between hierarchy of needs theory and motivation, and provides the theoretical basis for the analysis of the following three chapters. The second chapter is mainly to analyze the significance of stimulating the learning motivation of junior high school students' moral and rule of law lessons from the perspective of hierarchy of needs theory. It mainly expounds the students' subjectivity, improving the effectiveness of curriculum teaching, and teachers' compliance with the requirements of comprehensive deepening reform. The third chapter of the thesis is mainly the investigation and analysis of the degree of satisfaction of moral and rule of law classes in junior high school students from the perspective of hierarchy theory.Based on the results of the investigation and the reflection of the teaching practice, this paper analyzes in detail the needs of junior high school students in the moral and rule of law class to meet the current situation and the impact on learning motivation. The fourth chapter of the thesis is to further combine the teaching fragments in teaching practice and the research of experts and scholars From the perspective of hierarchy theory, teachers' strategies to stimulate the learning motivation of junior high school students' moral and rule of law lessons are needed. On the one hand,we should follow the principles of equal trust, respect for differences, development principles, close to the practical principles of junior high school students;on the other hand,we should combine the teaching fragments to carry out empirical analysis, take various channels from the pre-class preparation to fully grasp the needs of students and their differences;create conditions in the teaching process to respect and meet the needs of students;after-class homework should be carefully designed and timely and effective teaching evaluation of three aspects to elaborate specific stimulation strategies, put forward some feasible teaching suggestions.
