In order to adjust and optimize the regional layout of colleges and universities,and accelerate the construction of high-level universities and "first-class disciplines"in the Midwest,the Ministry of Education has implemented a policy of joint construction of universities in the central and western regions of "one site,one policy,one school,one case",focusing on supporting Hebei University,Shanxi University,Inner Mongolia University,Nanchang University,Zhengzhou University,Guangxi University,Hainan University,Guizhou University,Yunnan University,Tibet University,Qinghai University,Ningxia University,Xinjiang University,Shihezi University,etc.Top-level design and development planning,construction of characteristic superior disciplines,making it a new engine to promote regional development and a new high ground for the development of higher education.Since the implementation of the policy of joint universities in ministries and provinces,the Ministry of Education and the local government have jointly formulated 14 joint programs for universities,ministries,and provinces,and 14 joint ministries of provinces and provinces have begun a new journey to build high-level universities and "first-class disciplines." The joint universities of the provinces and provinces take discipline construction as the traction,focus on supporting the construction of characteristic superior disciplines,and strive to create a cluster of disciplines that serve the development strategy of the country and the central and western regions,which will become the source of technological innovation and industrial innovation in the central and western regions and even the country.Complementary and coordinated development of superior disciplines in joint universities of ministries and provinces will gradually form a disciplinary community of 14 joint universities in ministries and provinces.The disciplinary community of universities and colleges in the provinces and provinces is centered on disciplinary construction,focusing on the construction of superior disciplines and advancing clusters of superior disciplines to connect industrial clusters,so as to cross disciplinary boundaries and inter-school barriers,promote the integration of industry and education,and achieve school-enterprise cooperation.The key to the construction of the disciplinary community of universities and provinces is to build a scientific research team composed of universities,enterprises,and scientific research institutes.It follows the five principles of common value goals,common academic norms,common ideals and beliefs,common missions,and common behavior models.The disciplinary community of provincial joint universities produces great centripetal force and cohesion.The construction of the disciplinary community of the ministries and provinces joint universities not only includes the construction of the disciplinary community within the ministries and provinces joint universities,but also contains the cooperation and exchanges among the sub-provincial joint universities,forming the disciplinary community between the ministries and provinces.The disciplinary community of ministries and provinces of joint universities demonstrates the synergy of all parties,the focus of discipline construction,the unity of scientific research teams,the jointness of talent training,and the practicality of achievement transformation.The cooperative form,theoretical form,education form and practical form of community construction.At the same time,with the implementation of the policy of joint universities in ministries and provinces,the disciplinary community of ministries and provinces also faced problems in the development process,such as limited allocation of development resources,insufficient autonomy in running schools,lack of mutual coupling,and imperfect management mechanisms.Based on the theoretical basis,practical needs,and practical foundation of the construction of the disciplinary community of ministries and provinces,and combining the experience of building alliances between universities at home and abroad,this article separately from the Ministry of Education and the local government,the union of ministries and provinces and three provinces From the perspective,it puts forward the proposal of constructing the disciplinary community of universities and provinces.Driven by the policy of joint universities in ministries and provinces,the Ministry of Education and the local government plan to advance as a whole.The joint universities in ministries and provinces establish alliances to strengthen joint efforts.The joint universities in ministries and provinces independently promote the implementation of joint policies in deep provinces.The construction of the disciplinary community of joint universities and colleges of the Ministry of Construction provides guarantee.Promote the construction of the disciplinary community of colleges and universities in the provinces and provinces to serve economic and social needs and build a strong education country,to further break through the boundaries of disciplines,gather scientific research strength,promote talent training,promote the transformation of achievements,improve the quality of higher education in the central and western regions,and strengthen disciplines The community serves the economic and social development capabilities of the region and continuously meets the people's needs and desires for high-level higher education.
