There are many problems in the process of China's population development history,among which the imbalance of sex ratio at birth is a more prominent population structural problem.This kind of long-term and large-scale imbalance of birth gender structure not only affects people's marriage and childbearing structure pattern,but also causes various social stability and development problems.At present,although the governance effect of the high birth sex ratio has appeared,the birth sex ratio is still in an unbalanced state.Therefore,the study on the governance of the imbalance of the sex ratio at birth in China and the improvement of the governance system of the imbalance of the sex ratio at birth will not only help the high level of the sex ratio at birth tend to the normal range,but also help to achieve the goals of the gender structure balance of the population and the sustainable development of the society.Under this background,this article takes Jiangxi Province as an example,through network and real-time data analysis,it finds that Jiangxi Province has a high birth sex ratio for a long period of time,a large urban-rural gap and a large difference in children.According to the theoretical framework of policy network According to the analysis of the policy text,Jiangxi Province has formed a multi-participation governance structure;it has constructed a government-led,departmental linkage,social(group)organizational support,and citizen participation governance structure;it has formed organizational operation,guarantee,and target responsibility assessment governance Mechanisms;and complete governance systems such as constrained,culture-oriented,interest-oriented,and service-oriented governance tools.This governance model has led to a gradual decline in the high sex ratio at birth in Jiangxi Province,the preference for childbearing boys has gradually weakened,and women's rights and interests have been gradually guaranteed and improved.However,through interviews with some counties and villages in the province,it is found that Jiangxi Province still has some deficiencies in the comprehensive management of the sex ratio at birth.Specific issues include:low citizen participation rate and insufficient social organization participation;target assessment indicators are weakly targeted and some indicators are selectively focused on;restrictive tools are "operable" and difficult to implement;the effectiveness of profit-oriented tools has declined,Development policies are not fully implemented.Based on the policy network perspective,this article starts from the main body of the sex ratio at birth,the governance mechanism and the governance tools,and delves into the reasons behind these problems.It is found that in the governance of the policy network,the civic participation consciousness and ability of the multiple governance bodies are insufficient.Organizational development is limited;the setting of assessment indicators in the governance mechanism is programmatic,and the"one-vote veto" is a mandatory drawback;the gender equality awareness is weak,the choices are diverse and hidden;the local economic foundation is poor,and social security is weak.In this regard,this article believes that the shortcomings of the existing high gender ratio of birth governance should be optimized from the following aspects:specifically:mobilize citizens to participate in governance to help the development of social organizations;optimize the assessment plan and indicators,clarify the "one-vote veto" system;establish Consciousness of gender equality,perfect binding governance tools;strengthen the family development capacity of family planning,improve the benefits and guarantee system.
