Research On The Risk Management Of The Sports Center Stadium In Shanxi Province

Research objective:With the rapid development of Chinese economy and society,sports,which aims to promote the health of our country's people,has been highly valued by the state.Since 2014,the State Council has successively brought the sports industry,the healthy China and the sports power into the national development strategy level,and the construction and operation management of sports facilities has become one of the important foundations to support the development of China's sports undertakings.The safety management of sports venues has also become an important issue that sports management departments or sports operations departments must to face.The second youth games of the people's Republic of China was successfully held in Shanxi Province in August 2019.The sports center stadium in Shanxi Province of Shanxi Sports Center successfully completed the opening ceremony of the games and the task of track and field competition.In order to ensure the safe operation of the sports center stadium in Shanxi Province in the post "Second Youth League" era,it is necessary and important to study the operation risk management of the sports center stadium in Shanxi Province with the opportunity of the "Second Youth League".Research method:The daily operation risk and management of the sports center stadium in Shanxi Province were studied by means of literature research,expert interview,field investigation and logical analysis.The main research contents include: 1)definition of risk management and related concepts of stadium risk management;2)discussion and analysis of risk management framework and risk management process;3)research on risk identification,assessment,response and monitoring measures of the sports center stadium in Shanxi Province operation.Based on the investigation of the basic situation of the sports center stadium in Shanxi Province,the organizational structure,the basic situation of the staff and the basic situation of the bearing of the activities,this paper divides the operational risk of thesports center stadium in Shanxi Province into three aspects: the risk of the use of the stadium,the risk of the elements of the operation of the stadium and other risks.After analyzes and evaluates these risks,this paper establishes the risk matrix,and puts forward the risk response and monitoring measures.Research results:(1)In terms of risk management,Shanxi Sports Center has relatively perfect rules and regulations and operation mechanism;it can regularly carry out pre job training,risk awareness training,fire safety training,rescue safety training,etc.for staff;it can communicate with municipal organizations in time before holding large-scale activities,forming a perfect risk communication and reporting mechanism.(2)The risks faced by the sports center stadium in Shanxi Province in the operation process mainly include the purpose of the stadium,the operation elements of the stadium and other risks.The risks of venue use are mainly reflected in the different risks faced by the sports center stadium in Shanxi Province in holding large-scale sports events,large-scale cultural and artistic performances and in the management of the main body of activities and facilities and equipment when opening to the outside world.The risks of venue operation elements are mainly reflected in the risks of facilities and equipment and personnel.The risks of facilities and equipment are mainly concentrated in the risks of supporting facilities for venue basic operation.Personnel risks are divided into risks of staff and external participants.Other risks are mainly reflected in communication with municipal organizations.(3)Through the establishment of risk matrix,it is found that the risk events of the sports center stadium in Shanxi Province with high frequency and serious loss are less,which are the risk of loss and damage of facilities and equipment in the stadium.Due to the particularity of facilities and equipment,it is impossible to adopt the response strategy of risk avoidance,so it is necessary to adopt the response strategy of risk transfer as much as possible.For the risk events with common frequency and low degree of loss,the risk transfer method is adopted;for the risk events with low frequency and low degree of loss,the risk retention strategy is generally adopted.(4)At present,there is no fixed risk management team in the sports center stadium in Shanxi Province,which is mostly composed temporarily before the activity.The risk management work and awarenessare not integrated into the daily work.Due to the change of personnel,the archives of risk events in thesports center stadium in Shanxi Province are missing,and the risk information collection system has not been established,which can not provide complete data for future risk management work.
