China's economy has entered a new normal,and its growth model needs to be transformed from one driven by investment and factors to one driven by innovation.In the transformation of China's economic growth mode,the accumulation of human capital is a necessary way to achieve endogenous growth,so it is of great significance to study the relationship between human capital and economic growth.In addition,in the study of the relationship between the two,we need to contact China's specific national conditions,China is a typical dual economy country,dual economy features.Since the reform and opening up,along with China's long-term high-speed economic growth,China's urbanization process has also been rapidly promoted,in this process,a large number of rural surplus labor transferred to urban employment.With the improvement of urbanization level,it is not only the transfer of labor force,but also the continuous accumulation of human capital.Therefore,the relationship between human capital and economic growth in different urbanization stages is worth studying.Firstly,this paper analyzes the relationship between human capital and economic growth in the process of urbanization.Relevant basic theories and their development were reviewed,and the urbanization process,human capital accumulation and economic growth in China were analyzed.Then,by dividing the urbanization process into the early stage and the late stage,the relationship between human capital and economic growth is discussed in stages,and then empirical analysis is conducted on this basis.The data were obtained from the website of the national bureau of statistics and the research results of some scholars,including the human capital stock calculated based on the lifetime income method in China human capital report 2018 and the interprovincial physical capital base period stock given by Zhang Jun(2004).Using statistical analysis software stata14.0 and PVAR2 package written by Lian Yujun,panel data of 31 provinces and municipalities in China from 1985 to 2016 were processed and analyzed.Based on the previous theoretical analysis and empirical analysis,the conclusions of this paper are given and corresponding countermeasures and Suggestions are put forward.This paper holds that both urbanization process and human capital accumulation have significant promoting effects on economic growth,among which the promoting effect of urbanization process becomes significant after China's economic system reform.However,economic growth does not significantly react on the urbanization process and human capital accumulation.According to the empirical results,this paper believes that the urbanization process is a relatively independent process,and human capital accumulation(income method accounting)is caused by the negative impact of other variables on human capital accumulation due to the fact that too little income is distributed as salary reward in the income distribution link.In addition,this paper finds that different regions in China are at different stages of development and the eastern region has basically achieved endogenous economic growth through the empirical analysis of different regions.Based on the analysis results,this paper puts forward the following countermeasures and Suggestions.I.increase the proportion of salary and reward in the income distribution link,so as to enhance people's enthusiasm for human capital investment.Second,increase investment in human capital so as to smoothly achieve the transformation of economic growth mode.Third,resources such as education and medical care are inclined to the western region to avoid the growing regional differences.Iv.Make the urbanization process more market-oriented and reduce the restriction of policies on population flow.The results of this paper suggest that only market-oriented urbanization process can significantly promote economic growth.
