In recent years,school bullying has become a well-known social problem,which not only threatens the safety of the campus,but also is very harmful to the physical and mental development of students.This increasingly serious situation has attracted the attention of relevant departments of the state.In April 2018,the state council issued the "notice on the implementation of the action for the prevention and control of bullying among primary and middle school students",officially kicking off the construction of a long-term mechanism for preventing bullying in schools and laying the foundation for the legal construction of preventing bullying in schools.In August,the tianjin municipal government officially passed the first local regulations regulating the prevention and governance of school bullying in China,"several regulations on the prevention and governance of school bullying in tianjin",which caused great and positive social repercussions and further p r o m o t e d t h e i m p r o v e m e n t o f t h e s c h o o l a n t i-b u l l y i n g l e g a l s y s t e m.In this paper,the teaching of "morality and the rule of law" has carried out relevant research on the prevention of bullying in junior high school,which is divided into four parts: the introduction part introduces the research background,significance,methods and literature review at home and abroad.The first part is the research on the importance of preventing school bullying in moral and rule of law teaching.It includes the concept and characteristics of school bullying and its harm to students,schools and society.The anti-bullying effect of "morality and the rule of law" teaching is the inherent requirement of the new curriculum standard.The second part is the investigation of junior high school students' bullying situation and the analysis of the main reasons.It mainly includes the description of the questionnaire,the analysis of the survey results and the analysis of the reasons based on the students themselves,school,teachers and family environment.The third part is several strategies for the main reasons of frequent school bullying,such as integrating textbooks,strengthening thematic teaching and increasing students' communication awareness;To strengthen the life education and carry out the strategy of home-school cooperation education so that moral education can play its due role inpreventing the bullying of junior high school students.
