In recent years,the goal of education is growth and efficiency.In the growth of the total amount,there are imbalances and distortions in value,and the problem of educational equity is becoming more and more prominent.The prominent manifestation is that the educational gap between urban and rural areas,between regions and between schools is increasing.Education in rural and remote areas is weak and marginalized,and the educational gap between urban and rural areas,regions and strata is widening.With the reform and opening up,China’s education has achieved tremendous development,and education is becoming a strong driving force and resources for China’s modernization cause.At the same time,education is facing enormous crises and challenges.Renewal and reform of education have become an important bottleneck for China to achieve the goal of socialist modernization.In order to realize the rapid development of education in China,it is necessary to ensure the balanced development of education in all provinces and municipalities.The 21 st century is a century of rapid development in our country.Our competitiveness also depends on the competitiveness of talents,and education funds are an important indicator affecting the development of education.Therefore,it is necessary to make a detailed study of the regional differences of educational expenditure in China.This can not only recognize the current situation,the changing process and the development trend of the regional differences in educational expenditure in China,but also help to formulate an effective system for the regulation and control of educational investment and expenditure,which has important theoretical and practical significance for promoting the development of educational undertakings in China.This paper chooses the panel data of 31 provinces and municipalities in China for 16 years(2001-2016)as the research object.It mainly analyses the data of education funds in the early11 th Five-Year Plan,the late 11 th Five-Year Plan,the early and late 12 th Five-Year Plan and the current education funds in China.Through the combination of descriptive statistics and inferential statistics,the current situation and development trend of education funds in China areanalyzed from the perspective of time and space.In order to avoid the impact of inflation on the research results,this paper first deals with the data at the same price,and finds that the cities with the highest growth rate of educational expenditure in China are Ningxia Hui Autonomous Region and Guizhou Province,which are mainly attributed to the government’s policy support to remote areas in recent years.At the same time,it finds that the overall education in China is supported by the government in recent years.The growth rate of funds fluctuates greatly and shows a trend of weak growth in recent years.From the perspective of space,GeoDa software combined with spatial econometric analysis method is used.The spatial distribution characteristics of 31 provinces and municipalities in different periods show that after the Eleventh Five-Year Plan and the Twelfth Five-Year Plan,the level of educational expenditure in China has been improved to some extent,especially in the Northwest region,there is no widespread low-level phenomenon.Finally,through the combination of global spatial correlation test and local spatial correlation test,Moran index and scatter plot show that there is a spatial effect of education funds in China.Lisa agglomeration test shows that there are H-H,H-L,L-H and L-L agglomeration forms in the spatial distribution of education funds in China’s provinces,and the reasons are analyzed.In addition,the study finds that there are obvious regional differences in educational expenditure,which is manifested by the low level of educational expenditure in the North and South Poles,the high level of educational expenditure in the eastern region,and the uneven development level of educational expenditure in China.Finally,a spatial econometric model is established based on the results of autocorrelation.By comparing the models established,it is concluded that the spatial lag model can better reflect the spatial effect of education funds in different provinces in China.From the results of the spatial lag model,there is a significant spillover effect of education expenditure in all provinces of China in 2016.The population size and per capita disposable income of urban residents are positively correlated with education expenditure,while the registered unemployment rate and the number of teaching staff are negatively correlated with education expenditure.Finally,according to the conclusions of empirical analysis on the spatial differences and influencing factors of education funds in China,this paper puts forward policies and suggestions for balanced development from the aspect of resource allocation in China,hoping to provide some reference suggestions for the coordinated development of education funds in China. |
