The gifted are important human resources for the country.It has important theoretical and practical significance for social and economic development as well as the prosperity of the country.As a special student group,the gifted education also has its own special rules and needs special policy support.The United States has attached the gifted education to a national strategic position.In the long term practice and exploration,they have accumulated rich experience and formed a relatively mature education system.As a typical example of the gifted education in American,California has built a completely system design and operating system.Using of the literature,historical analysis,and comparative analysis,which shows that the development of gifted education in California is in line with the evolution of the history of American education.It has experienced a period of exploration based on intelligence tests,a period of legal development,and a mature stage in the continuous enrichment of services,management,and research.It shows the increasingly rigorous selection criteria,continuous enrichment of teaching forms,and the continuous improvement of the security system.In the long-term practice of exploration,California has formed a series of strict screening criteria and scientific selection process.What's more,it also expanded the learning methods of the gifted students.All those reflect the educational significance of its education equity and the pursuit of excellence.In the practice tactics of California's gifted education,we put forward the development goals of “all people”from the perspective of individuals and society.At the same time,we implemented a series of operational plans such as learning acceleration and ability grouping.It also formulated the curriculum plans that are compulsory,supplemented by electives,andsupplemented by service activities.The success of California's gifted education reflects the support of policies and regulations.Meanwhile,it still shows the renewal of education resources and the protection of management services.California as a microcosm of high school education in the United States,has provided experience in the selection process,policy support,and external resources for the development of the gifted education in China.These experiences suggest that we need multi-faceted collaborative support if we want to cultivate the gifted students.Starting from the selection criteria for the gifted,schools,parents,and society should pay full attention to the potential of them and to meet the diversified education needs.
