Research On Problems Of Governance Purchasing Stage In Universities

With the gradual increase of state investment in higher education,the purchase of equipment,engineering,services and so on is also increasing.As one of the main bodies of government procurement,university government procurement has the characteristics of diversity,scientific research and urgency.At the same time,there are also some drawbacks in the bidding stage of government procurement in universities,such as irregular procurement behavior,frequent irregularities and inefficient investment.It is of great theoretical and practical significance to study the problems existing in the bidding stage of government procurement in universities and the measures to deal with them.The author of this paper has been engaged in the work of government procurement in universities for several years.Firstly,based on the concept and theoretical basis of government procurement,this paper analyses the current situation and existing problems in the bidding stage of government procurement in universities.Through literature research method,the initial factors of governance in the bidding stage of government procurement in universities are preliminarily screened out.Then,combined with expert interview method,the initial factors of governance in the bidding stage of government procurement in universities are optimized,and the problems faced in the bidding stage of government procurement in universities are comprehensively considered.The governing factors of the bidding stage of government procurement in universities are found the paper evaluates the governance factors and extracts five public factors from the governance factors of the bidding stage of government procurement in universities.At last,the paper puts forward some measures and policy suggestions to deal with the problems in the bidding stage of government procurement in universities.The purpose of this paper is to provide theoretical basis and decision-making reference for promoting the healthy and orderly development of government procurement bidding stage in universities.
