Under the background of the increasing autonomy of the university as well as the debate about administration,the participation of teachers in university governance has gained much importance,at the same time,it's vital to discuss and clarify the real connotation of teachers'participation in governance.Based on the analysis of the organizational characteristics of the university and the theory of democratic consultation,this study confirms the rationality and important value of teachers' participation as the core stakeholders in governance.Meanwhile,there is a need to set reasonable boundaries for teacher's participation,including the content and the channel.From the perspective of relevance and effectiveness,this study explores the matching degree between the participation ability of teachers and the internal affairs,the willingness of teachers in different affairs,and whether the current participation channel can effectively guarantee and satisfy the teachers' participation.This study describes and analyzes the present situation and challenges of teachers'participation in internal governance through quantitative investigation and qualitative interview.Based on some foreign teacher's survey and the characteristics of Chinese university governance,this study compiles the questionnaire about teachers' participation in governance,containing 39 affairs related to teacher's participation in university decision-making,which belong to five dimensions including talents cultivation,scientific research,Employment and promotion,salary and welfare,and college development.Through the questionnaire survey and some in-depth interviews,the first-hand materials related to teachers' participation are obtained,combined with the policy text analysis,an exploratory study is conducted on the characteristics and problems of teachers' participation in governance.The research results show that teachers' actual participation degree is lower than expected participation degree,the willingness of teachers to participate in scientific research activities is the strongest and in the colleges development affairs is the lowest,teachers are most involved in student's cultivation affairs and have the least participation in the salary and welfare.Gender,working time,discipline,professional title,school,administrative duties and other factors affect teachers' participation significantly.From the perspective of relevance,teachers' participation in talents cultivation,scientific research,Employment and promotion need to be strengthened,meanwhile,teachers should have enough channels to put forward their proposals and express their demands,thus teachers' sense of dignity and belongs can be meet.From the perspective of relevance,academic committee system contributes to the participation of teachers in university affairs much,but the number of committee members is limited,its internal relationship is not clear,its powers are vague,and it is short of independence.There is also a lack of independence in the staff congress,its ritualism is more obvious than functionality,and the function of staff congress in promoting the participation of teachers is not obvious.
