The rapid development of higher education has made an outstanding contribution to China's economy and society.Under the situation of the lower per capita GDP and expenditure of higher education students,it has become an urgent problem to realize the connotation development of higher education to improve the quantity and quality of the output of teaching,research and social service in colleges or universitiesThis thesis reviews the domestic and foreign research literature on the input and output of college funds to summarize the existing research methods,research achievements,existing problems and research trends,and expounds the principal-agent theory and the performance management theory.analyzes and selects the econometric model of input-output empirical research in colleges,and constructs the index system of input-output evaluation and its measurement method.Taking 30 colleges and universities in Shandong Province as a sample,this thesis analyzes the trend of investment scale,structure,teaching output and scientific research output of the sample colleges in recent years,and studies its correlation.The descriptive statistical analysis and the regression analysis show the main findings:The total income level and the expenditure of provincial colleges increases every year,but the average income level of college students decreases,showing that the income level of colleges does not match the growth of the student scale.There is a significant positive correlation between the proportion of financial allocation,the proportion of special financial funds and the scale of students,but the influence of the proportion of special financial funds is higher than the financial allocation proportion.There is a significant negative correlation between the proportion of projects expenditure and personnel expenditure and the teaching output.The scientific research income of the sampled universities and colleges is slightly increasing,and so is the income of teacher's scientific research funds,but the income gap is obvious between provincial colleges.There is a significant positive correlation between the income funds and the scientific research output,and only the scientific research funds correlate with the scientific research output.In the structure of expenditure,there is no significant correlation between the proportion of scientific research expenditure and scientific research output,but there is a significant negative correlation between the proportion of personnel expenditure and the scientific research performance.Based on the analysis of the relationship and trend of income and expenditure of college funds,the thesis concludes by putting forward some suggestions and measures to improve the output quantity and quality of local colleges,including strengthening budget management,perfecting policy support,raising the level of expenditure,optimizing the fund-structure,and improving performance management.
