In the report of the 19 th National Congress,it was clearly stated that “we will strive to ensure that every child can enjoy fair and quality education.” Premier Li Keqiang also proposed at the State Council executive meeting in 2015 that “the most important educational resource is not a building.It is not a desk,it is a teacher." With the concept of educational fairness gradually deepening into the hearts of the people,the call for balanced development of basic education is getting higher and higher.Promoting the development of basic education in a balanced direction is the focus of the education authorities and the national work,and improving the unreasonable distribution of resources for teachers in basic education is a top priority.For a long time,China’s regional economic development is uncoordinated,social development is unbalanced,and the urban-rural dual structure has led to an imbalance in the development of basic education among regions,urban and rural areas,and inter-school education.The quality of funds and the quality and level of teachers and the campus The gaps in infrastructure construction and many other aspects are very large.The gap in the development of basic education is accompanied by many social inequities: unfair education between urban and rural areas,between regions,between schools,and between different social groups.Equity in education is one of the important indicators for judging whether a society is fair or not.It is an important part of promoting fair development of society,and at the same time it is one of the most important areas of public interest.Teachers are the first human resources and fundamentals for the development of education,the key to solving the unbalanced development of basic education,and the basis and prerequisite for promoting the comprehensive development of basic education in the country.This paper takes Hunan Province as an example to conduct a sample survey of primary and middle schools in Hunan Province,and then analyzes the current situation of resource allocation of basic education teachers in Hunan Province by means of comparative analysis.The number of teachers,teacher qualifications,teacher titles and school substitute teachers and Comprehensive assessment and analysis of the situation of temporary workers and other aspects,analyzing the problems in the resource allocation of basic education teachers,mainly reflected in the insufficient number of full-time teachers in basic education,the gap in the quality of teachers,and the structural contradictions in the allocation of teachers’ resources.The reasons are mainly divided into two aspects: institutional and non-institutional.Then combined with the experience and methods of balanced allocation of basic education teachers resources abroad,it provides an important reference and inspiration for promoting the equalization of resources for teachers in basic education.Based on the above analysis,this paper proposes several strategies to promote the balanced development of teachers’ resources in basic education in China,including promoting the establishment of a sound teacher resource sharing system;increasing the protection of compulsory education teachers in rural and remote areas,and improving teachers’ Work and living environment,the implementation of teacher special allowance compensation system;the implementation of teachers regularly exchange rotation system;improve the teacher training system,build a new teacher training model;establish a teacher continuing education training special teacher school.
