Research On Law-based Management Of Crisis Events In College Campus From The Perspective Of Ideological And Political Education

From the 2016 National Higher Education Institute Ideological and Political Conference to the 18th March,2019 Teacher Seminar for School Ideological and Political Theory Course,General Secretary Xi Jinping has made several crucial instructions on a series of major issues concerning the ideological and political education work in colleges and universities in our country.He also pointed out many new requirements for it.In recent years,although the ideological and political education work in colleges and universities has produced satisfying outcomes,there are still many potential risks hidden in the college campus.If handled inappropriately,it may cause serious crisis events in the college campus,which can have a heavy impact on the normal order of colleges and universities,and even influence the security and stability of society.Realizing the law-based management of college campus crisis events is a significant way to enhance the ideological and political education of college students and an indispensable choice to fulfil the law-based school-running.The 19th National Congress of the Communist Party of China has referred law-based governance to the new height.It requires us to adhere to the combination of law-based governance with virtue-based governance,and accelerate the advance of the construction of the Socialist System of Laws with Chinese Characteristics.Hence,it is particularly crucial to take ideological and political education as the guide,to conduct law-based management regarding the campus crisis events in the new era,and to strengthen students’ awareness of the rule of law and "four-self capability",which is self-purification,self-perfection,self-innovation,self-advancement.On the basis of reviewing a large number of referring materials and sources,the author researched the crisis events in a university in Inner Mongolia in recent years,gathered 12 rules and regulations of this university,and collected 219 pieces of safety notification data from it in the past five years.The author also combined some cases happened during the period when he was a supervisor,analyzed the factors that influence the campus safety and cause the crisis events,and pointed out countermeasures to handle with campus crisis and corresponding problems.First of all,we must improve laws,regulations,and rules,such as the formulation of the University Safety Law,and improve and perfect the school rules and regulations.Second,it is necessary to form a rational relief mechanism as well as the hierarchical management concerning campus crisis events,and establish a joint management mechanism between universities and administrative departments in the hope of forming a legal system for campus crisis management.Furthermore,we should set up a targeted management agency and clarify its responsibilities and division of labor,such as refining the president’s safety management authority,setting up the campus crisis event management committee that takes charge of the overall command responsibility for campus crisis event management.Also,the party general secretaries and deputy secretaries of each college need to form the second-level crisis event management leading group while the directors of the college administrative office,the student affairs office as well as full-time supervisors need to be the full-time staff members for such issue.Moreover,we should clarify the law status and jurisdiction of law enforcement of the security departments,and when necessary,the public security authorities and schools should jointly establish a law enforcement team.Last,it is also necessary to strengthen the ideological and political education for college students and enhance their safety awareness.Supervisors should regularly check for potential safety problems while the ideological and political theory teachers should do their jobs well in law-based safety education.In addition,we should promote professional crisis prevention courses and training,construct a campus crisis event smart management mode and strive to do a better job in fostering virtue through education by all means.
