In the past 40 years of reform and opening up,China's economy has developed rapidly, and the amount of foreign direct investment has been rising.By the 1990 s,China has become the country with the largest foreign direct investment among developing countries.China's economy has continued to grow due to the influx of capital, and the scale of international trade has also expanded. The role of foreign direct investment in the real economy has been continuously enhanced, directly creating and indirectly stimulating a large number of employment needs, which has largely alleviated the problem of social employment pressure. The core of the “Belt and Road” is to accelerate the pace of opening up to the west and increase the degree of openness of the central and western regions and frontier regions. The “Belt and Road” construction has opened up the central and western regions by promoting the inland and westward opening, providing a major opportunity for the central and western regions to attract foreign direct investment. The Inner Mongolia Autonomous Region is located in the western part of China. The border line is 4,261 kilometers long and there are 19 ports open to the outside world. It is an important node for the “frontier position” and “Belt and Road” construction of the country to the north, and is the regional economic cooperation between China and Mongolia and Russia.Portal.Inner Mongolia's use of foreign direct investment has a low starting point and a slow development rate. However,in recent years,Inner Mongolia has fully utilized its own advantages and attracted foreign direct investment. At present, the employment rate in Inner Mongolia Autonomous Region is still relatively low compared with developed regions. As a minority frontier region, employment issues are economic problems on the one hand and social problems on the other. Therefore, the impact of foreign direct investment in Inner Mongolia on employment is one of the important issues in research. This paper firstly studies the research on the employment effect of foreign direct investment by domestic and foreign scholars, and theoretically analyzes the employment effect of foreign direct investment.Secondly,it raises the question by analyzing the current situation of foreign direct investment in Inner Mongolia and the current situation of employment quantity and employment quality in Inner Mongolia.Using Eviews software again, the VAR analysis of employment quantity, quality and foreign direct investment in Inner Mongolia and the panel analysis of employment quantity and foreign direct investment in Inner Mongolia are carried out. Finally, based on the previous analysis, the conclusion of this paper is obtained. In the short term,Foreign direct investment will havea crowding out effect on the number of employment in Inner Mongolia, but in the long run, foreign direct investment has a creative effect on the number of employment and employment quality in Inner Mongolia: and proposes countermeasures: Inner Mongolia Autonomous Region should continue to expand the scale of foreign direct investment;innovation attracts foreign investment Ways;direct foreign investment to the three industries in our district;rationally allocate foreign direct investment resources in the 12 allies in our district;improve the quality of employed people and reduce the crowding out effect of foreign direct investment on domestic capital. This year,China passed the Foreign Investment Law,which established and improved the foreign investment promotion mechanism, which is conducive to creating a more open, fair and transparent foreign investment environment. Our district should give better play to the positive effects of foreign direct investment on employment.Thereby promoting the economic development of our district.
