Since 1999,China has officially entered an aging society.With the acceleration of aging,it is estimated that the population of the elderly will reach 450 million by 2050,and the proportion will reach 31.27%.With the development of social economy and the implementation of family planning policies,the structure of our family has also changed.The role of raising children and preventing old age is gradually weakening.The traditional family pension model is suffering a huge impact.This requires the government and society to be more proactive in establishing a multi-level pension service system and taking on more responsibilities to meet the diverse needs of the elderly.In 2011,the State Council proposed to build a social pension service system based on home-based,community-based,and institutional support.So far,China's institutional pension business has made great progress.However,affected by the urban-rural dual structure,in the poor and backward rural areas,the development of institutional old-age care is relatively lagging and there are many problems.Not only can it not provide effective old-age services for rural elderly,but also limit the development of rural social economy.This also urges us to pay more attention to the development of institutional pensions in poor rural areas.On the basis of learning and summarizing the existing research results of scholars at home and abroad,based on the theory of welfare pluralism,this paper takes Pingshun County,a poverty-stricken county in Shanxi Province,as a case study,firstly from the aspects of economic development level,population structure,residents' income,government policies,etc.The macro environment for the pension of rural institutions in Pingshun County.Then I visited the relevant departments of civil affairs to master the data on the development of rural institutions' old-age care,and in-situ investigated the rural old-age care institutions in Pingshun County,and found that they have problems such as insufficient supply,low service level,weak hardware facilities,and operational difficulties.Through comparative analysis,the root of these problems lies in the small government support in poverty-stricken areas,the lack of participation of social forces,the backwardness of old-age attitudes and the limited capacity of institutions.Finally,the article combines the characteristics of its poverty-stricken counties and proposes that under the principle of adapting to the level of local economic development,the government needs to play a leading role and encourage social forces to activelyparticipate.At the same time,the old-age institutions themselves must work hard to promote the rural areas in poor counties.The sustainable development of institutional pensions strives to help the Shanxi Province to get rid of poverty.
