The development of the network promote the rapid development of the whole world.It's an area with challenges and opportunities.it brings a new way for the development of the world,that attracts all the countries' attention.With the development,the network link with various fields of society in a closer relationship,and this condition lead to a high electronic and informationization society,which forms a new field,called cyberspace,and human enjoy the efficiency and convenience provided by the network.However,the high electronic and informationization not only bring good things,but also hide the power that can destroy the society.The network connects with politics,economics,culture,and the military,and because of the attributes of the Internet,these areas extend to new security issues,that,s called cyberspace security.The discussion and research on the network security in the international community is state for intensified.In this state,there are two representative views:the USA,as a developed country of Internet,that advocate the cyberspace liberalization,and China,as a developing country of the Internet,that calling of the cyberspace sovereignty.Based on the performance of the Internet in these fields,I make a comparative of the development process,interest determination,development goals and strategic means of the cyberspace security concept between China and the United States,and obtain the difference between China and the USA's cyberspace security concept,then analysis the reasons of the difference.In the end of the paper,there are some opinions about the feasible means to deal with the network security in the future international community that based on all the analysis of the paper.
