The 21st century is an era of knowledge economy and the most intense era of talent competition.Human resources are the first resource to maintain sustainable development of the social economy.Realizing the transformation of a large human resource country into a strong human resource country is an inevitable requirement for building a well-off society in an all-round way.At the Eighth National Congress of the China Family Planning Association held in 2016,General Secretary Xi Jinping emphasized that the population issue has always been a holistic,long-term and strategic issue facing China,and pointed out that the basic national policy of family planning must be adhered to for a long time.With the institutional reform of the State Council and the adjustment of government functions,the National Health and Family Planning Commission will no longer be retained at the national level.The family planning work will gradually realize the transformation from multi-governance to the government,social organizations and citizens,mainly relying on government-led.Family Planning Association(hereinafter referred to as "the Family Planning Association")as the most important social organization in the family planning field,it is inevitable to play more public and service functions.It is very important to strengthen the standardization and rule of law within the internal management of the Family Planning Association.This is also an inevitable requirement of the new pattern of social governance in the 19th National Congress report.Domestic research on the Family Planning Association is not much,the focus of the study focuses on family planning cooperation for the group organizations to participate in social governance function play,but the Family Planning Association itself internal governance has not been systematically studied.Compared with other social organizations,Family Planning Association has its particularity that all members are registered at the grass-roots level,and there are no specific members in county,city and provincial associations.This determines that the development of Family Planning Association at the grass-roots level is an important guarantee for the whole association to become bigger and stronger.At the same time,there are multiple principal-agent relationships among members,members' congresses,councils and secretariats,which directly lead to information asymmetry.Undoubtedly,the internal governance of grassroots Family Planning Association is the most important,and it is reasonable to use the principal-agent theory to study the logic.Specifically,this paper takes the social governance innovation and group organization reform as the realistic background and uses the principal-agent theory to construct the analysis framework of the internal management of the grassroots Family Planning Association,and takes the grassroots Family Planning Association in Zhejiang as the research object,and analyzes it by empirical research methods.The status quo,dilemma and countermeasures of internal governance of grassroots Family Planning Associations.The study found that:First,the internal governance structure of the grassroots Family Planning Association in Zhejiang Province is basically sound,but there is still room for improvement in the play of the role.In particular,the legitimacy of the organization and the formation of organizational norms still needs to be improved and the internal management of the grassroots Family Planning Association.The improvement of the mechanism,the democracy of decision-making,the degree of financial support,the professionalization of the quality of the team,and the disclosure of information all have room for improvement.At the level of countermeasures,it is necessary to improve the internal governance institutions,form a power balance structure and an effective governance mechanism;Second,the grassroots family planning cooperation in Zhejiang Province is unclear in the two levels of "separation of government and society" and "interaction between government and society".On the one hand,it has strong administrative dependence on the government,and lacks in preparation and funding.Relative independence,on the other hand,the closeness of interaction with the government can be improved.Most of the grassroots Family Planning Associations do not undertake the social service projects purchased by the government.This requires building a benign interactive platform between the government and the grassroots Family Planning Association.The grassroots Family Planning Association undertake the government's transfer function and actively promote the "project-oriented service" system;Third,the collaborative innovation of the grassroots Family Planning Associations in Zhejiang Province and other social organizations has yet to be optimized,although the two have cross-competition in the field of family planning,but cooperation win-win is the mainstream,from one-way competition to multi-dimensional cooperation,and enhance the social credibility of grassroots Family Planning Associations;Fourth,the basic awareness of the grassroots Family Planning Association to stimulate the participation of grassroots people needs to be strengthened.The grassroots people's active participation is weak and lacks self-organized participation.This requires strengthening the subjective awareness of grassroots participation and enhancing self-organizing participation ability.
