Family and school are very important for the healthy growth and all-round development of every child. In recent years, the Chinese government has paid more and more attention to the home-school cooperation. However, due to the late start of the school-school cooperation in China, the home-school cooperation has been restricted in many aspects. At present, there are still many problems, such as imperfect laws and policies, incomplete home-school cooperation institutions, single form of home-school cooperation and weak content. In order to ensure the orderly cooperation between our country and school,it is necessary to study the cooperation policies of other countries and find out the referential factors. This paper chooses the American policy of "family engagement" as the research object.Second, since the federal government published“The Elementary and Secondary Education Act of 1965 ”(ESEA)which paper first mentioned "family engagement",the "family engagement" policy still plays a very important role in American society after half a century. There are three research methods in this paper. One is to interpret the policy text of "family engagement" policy by literature research. The second is to make a horizontal and vertical comparison of the American "family engagement" policy with the comparative research method, and deeply discuss the characteristics of the American "family participation" policy. The third is the case study method.California, which has the characteristics of American diversity,multi-ethnic,developed economy, advocates freedom and believes in religion,is selected as a typical state to study the implementation status of "family participation" policy, reflect on the advantages and disadvantages of American "family engagement" policy, and summarize the reasons. This paper consists of five chapters, including introduction, background and development of "family participation" policy, content of "family participation" policy, reflection on American "family participation" policy, and enlightenment of American "family participation" policy on our national school cooperation.Chapter three and chapter four are the main contents of this study.Through the research,it is found that the purpose of "family engagement" policy in the United States is to provide resources for the families of disadvantaged children,so that disadvantaged children have access to education,so as to reduce the probability that these children will become the poorest population in the American society in the future. Here "disadvantaged" refers to "poverty",mainly refers to a certain proportion of low-income latin-american,African American and Indian families in the American society. The "family involvement" policy is a compensatory policy for the future and well-being of children from disadvantaged groups. At the same time, the "family participation" policy is not an isolated policy. Both the federal government and state policies related to early childhood education contain the content of "family engagement".A majority of studies have shown that effective family participation is the most effective way to improve students' academic performance under the same economic conditions. At the same time, effective family participation also has a good effect on alleviating the emotion of students with severe mood disorder. In conclusion, effective family participation has a significant positive impact on children's healthy growth. Therefore, the study on the American policy of "family engagement" is helpful to accumulate experience for the improvement of our national school cooperation mechanism.
