Since the promulgation of the "Working Regulations of PE at School" in 1990,it has been implemented for 28 years.During these 28 years,the rapid economic development in China has promoted education reform.Many provisions of the "Working Regulations of PE at School"have not met the requirements of the times,Sports work has encountered more and more problems.Therefore,perfecting the content of the"Working Regulations of PE at School" and promoting its development,enhancing the recognition of the value of physical education workers and improving students 'physique,it has become the most important task in current school physical education to substantially protect students'physical health.In this paper,according to the development of the cities in Hunan Province,16 schools in different regions were studied using the methods of literature review,expert interview,field investigation,questionnaire survey,mathematical statistics and logical analysis,combined with the content of "Working Regulations of PE at School" Research.Preliminary conclusions are as follows:(1)According to the "Working Regulations of PE at School"proposed in chapter 7 requirements,in addition to the extracurricular sports training and competition of execution state is strong,in physical education class teaching,extracurricular sports activities in the implementation of the respect such as unsatisfactory,at present did not achieve the desired effect,the implementation is not ideal.(2)Affect the“Working Regulations of PE at School”in hunan province ordinary high school for the current situation mainly has five,including three subjective reasons:1.The propaganda and education of the "Working Regulations of PE at School" does not reach the designated position;2.Insufficient allocation of sports resources;3.The implementation of the regulations on "Working Regulations of PE at School" is not strong,and the law enforcement at all levels is not strict;There are two objective reasons:1.The regulations on "Working Regulations of PE at School" have been promulgated for a long time,and the contents lack certain timeliness;2.The prevalence of education in examinees has greatly influenced the implementation of the "Working Regulations of PE at School".The following suggestions are put forward:1.Strengthen the publicity and education of sports laws and regulations,and increase the attention of sports workers;2.Optimize the allocation of sports resources and improve the effective use of resources;3.Follow the times and require the improvement of the content of the "Working Regulations of PE at School" to enhance the effectiveness of the actual situation;4.Improve the supervision and accountability mechanism of the "Working Regulations of PE at School" and strengthen its legitimacy;5.Vigorously promote quality education and establish a scientific education evaluation system.
