The Research On Introducing Social Capital Into Higher Vocational Colleges Based On Project Cooperation

The higher vocational colleges shoulder the responsibility of training technical specialties for social and economic development.With the development of social economy and technology,as well as the industrial structure adjustment and transformation,enterprises put forward higher requirements for the quality and ability of their recruitments.Higher vocational colleges,as a professional training and supply center,must adjust their positioning,course design and employment orientation of the college,to improve the training quality.Therefore,higher vocational colleges either buy land to build new campuses,or upgrade the existing infrastructure and professional facilities,in order to effectively improve their comprehensive strengths.However,the completion of all new projects and the upgrading of stock assets requires a lot of financial support,and the construction process of the project is facing many difficulties and risks.Moreover,the operation and maintenance cost of the project is higher in the later stage of the projects.The above problems could seriously hinder the construction project in Higher Vocational colleges,and ultimately affect the development speed of the college.Based on the present difficulties in the process of project construction in Higher Vocational colleges,this paper discussed the problems of introducing social capital into higher vocational colleges from project cooperation.The purpose of the study is to effectively solve the problem of insufficient funds for project construction in Higher Vocational colleges,and to solve the technical issues in the college projects construction as well as high late project maintenance cost and management rigidities and other problems.Through the analysis of the present situation of Higher Vocational Colleges,for the problems existing in the construction,management and operation of various projects in Colleges,this paper suggested ideas to solve such issues by introducing social capital.The paper also analyzed and introduced a successful case of a social capital introduced construction professional training base of a railway vocational and technical college.By studying and popularizing its successful experience to other kinds of construction project,it is provided references and solutions for project construction problems of higher vocational colleges.Firstly,through literature analysis,this paper researched materials and examples of social capital investment in Higher Vocational education,which summarized and provided conclusions and experiences;secondly,it used comparative research method to analyze the application of social capital in different fields,and performed comparative analysis between Higher Vocational Colleges and social capital as well as various construction projects,in order to determine the main problems and solutions in the development of higher vocational colleges.Furthermore,the paper analyzed the successful social capital introduction into the construction of a Railway Higher Vocational College project,which summarized the experience and enlightenment,and finally carries out the feasible scheme for more general situations.finally discussed how to introduce social capital into the construction and development of various projects in Higher Vocational colleges.This paper mainly carried on the innovative research in the following three aspects: Firstly,this paper enumerates a real case of a Railway Higher Vocational College cooperating with social capital to build the training base of the college's rail transit specialty.The successful experience of this case further proves that higher vocational colleges can improve the problem of insufficient funds for the college's project construction by introducing social capital,and at the same time,it also provide reference to some other higher vocational colleges for solving the problems for project,such as the lack of technicians on the construction site,technical risks in project planning,rigid operation and management in the later period of the project,and high maintenance costs.Secondly,this paper creatively divided the projects of higher vocational colleges into new projects and stock assets projects,and on the basis of the two categories,it is then categorized the projects as projects with income generating capacity,teaching,public services and professional training base.This paper illustrated the mode BOT,TOT and ROT of the PPP mode that used in the cooperation,and described the operation methods of the various projects.Thirdly,the paper also explored and studied the risks of introducing social capital into project cooperation in higher vocational colleges,identified and analyzed the risks,and reasonably allocated the existing risks.The paper also further introduced some measures of risk prevention and risk transfer,so that all parties can better avoid risks and reduce the risks.The probability of risk occurrence and the risk loss can be minimized.Through the systematic theoretical research and case analysis,this paper drew the following conclusions:(1)the development of higher vocational colleges needs the participation of social capital;(2)social capital has its willingness to enter higher vocational colleges;(3)the national policy allows higher vocational colleges to introduce social capital;(4)It is feasible to introduce social capital into higher vocational college by taking it as projects(5)there are certain risks in introducing social capital into higher vocational colleges.
