With the frequent exchanges between people in the country and the globalization of the economy,cultivating international talents has become the educational consensus of all countries.The international exchanges and cooperation in higher education meet the needs of the development of institutions of higher learning and the discovery of social productive forces.It is one of the manifestations of China's expanding education opening to the outside world.It is also the main way for the internationalization of China's higher education,conducive to the transformation of China's higher education from “large quantity” to “high quality”,as well as the enhancement of China's higher education strength and international influence.As the backbone of China's higher education,provincial undergraduate colleges and universities have a great significance in promoting the international development of China's higher education.It helps to cultivate a group of international quality and international communication skills.The outstanding talents also help the provincial undergraduate colleges adapt themselves to the development of economic globalization and education internationalization.This research conducts empirical research on the basis of theoretical interpretation,focusing on the level of provincial undergraduate colleges and universities,taking S-University,a university undergraduate in Liao Ning Province,as a research object,conducting case studies.Investigate teachers involved in organizing international exchanges and cooperation and students participating in exchange activities.Explore the experience and problems of international exchanges and cooperation in undergraduate colleges in Liao Ning Province and propose strategies for advancement.Based on the analysis of the definition and form of international communication and cooperation,this study investigates the current status of international exchange and cooperation of S University based on the content of international exchanges and cooperation activities.Summarize the experience of provincial undergraduate colleges in international exchanges and cooperation: closely integrated with the nationalregional development strategy;promoting the international development of school education with the construction of Confucius Institute;improve quality and efficiency,promote international exchanges and cooperation,and discover existing problems: the degree of integration of international exchanges and cooperation with the school's school orientation and disciplinary advantage layout needs to be improved;participating students pay more attention to cultural experience than learning;the safeguard mechanism still needs to be strengthened.Based on comparative analysis of the development experience of international exchanges and cooperation in some foreign countries,Hong Kong and Taiwan regions and domestic high-level university,it is proposed that provincial undergraduate colleges should further clarify the objectives of international exchanges and cooperation,comprehensively strengthen the process of international exchanges and cooperation,promote the effectiveness of international exchanges and cooperation,and promote strategies for multichannel financing to support international exchanges and cooperation.
