Summary The new curriculum reform and new basic education promote the teacher to develop the ability of research and reflection.The new type of teachers should meet the basic requirements of teacher specialization and be able to reflect during teaching.Rethinking the issue and then researching the problem to form a research project.Teachers improve their own teaching levels through research projects.This study proposes that the portfolio evaluation method under the development appraisal system evaluates the teacher’s ability in choosing topics,innovating,researching literature,formulating research plans,implementing ability,and writing results.To promote the research ability of primary school teachers for the purpose of upgrading,establish a project evaluation portfolio.During the evaluation process,on the principles of all teachers participating in the common progress,concerning about the development of the appraisers,valuing diagnostic functions,combination of multiple appraisal methods.The teacher appraisal group was organized to evaluate the project portfolio of the primary school teachers.This article mainly through the literature research method summarizes the teachers should have the ability in the scientific research,the subject research process of each link,summed up the teachers in the subject research should have the subject research ability,and the initial formulation of the ability to evaluate the indicators.The investigation method was used to survey the teacher’s appraisal standards,and the results of the investigation were formed to form a teacher’s research ability evaluation standard.Through the research and research,it is suggested that the development direction of the research capacity of the teacher task subject to the project portfolio evaluation method is beneficial to teachers.Through the research,it is suggested that the development direction of the ability to guide the teacher’s research on the subject portfolio evaluation method is conducive to the common development of teachers and schools.
