In recent years,the government has constantly explored the functional transformation,and the government’s procurement of services has been continuously developing.Private social workers provide professional services through bidding,entrusting agent,public service and other forms of project.The project operation has become an important means for the survival and development of the organization.Social workers must manage the project.How to ensure the smooth completion of the project and the quality of service depends on the management of human resources in the project,which has become the breakthrough point of this study.Using the case study,this paper makes a survey of the "1+5" service project of the W organization in Wuhan.Taking the participatory observation and deep interview as the data collection method,and combining the contingency theory in the organizational sociology,it tries to describe and explain the project of private social workers from three aspects of selecting,employing and educating people.The strategic choice of human resource management is formed in the process of operation.In selecting candidates,the pluralistic recruitment of human resources and the principle of selecting the priority of project needs have formed the characteristics of the project as the center;in the use of people,one is the standardized operation,the improvement of the rules and regulations,the contract type entry of the project personnel and the information strategy of the project service management.The two is flexibility control,adopting the strategy of humanization and decentralization of the post and the independent operation of the project team,and forming the characteristics of the combination of rules and changes.In the aspect of educating people,the individual’s high participation and the strategy of team building together form the characteristics of the combination of self-help and mutual assistance.The research shows that whether it is in the selection,use of people,or education,private social workers in the process of human resource management show a project demand oriented strategy,so as to ensure the implementation of the project,finish the project target on time and guarantee the quality of the project indicators.In terms of talent,the organization pays attention to the management strategy based on the project team to form a single person standing point and the form of team management,which not only stimulates the potential of the individual,but also strengthens the contact between the employees,and forms a sense of accreditation and belonging to the organization.
