Research On Promoting The Apprenticeship Of Vocational Education In Dongguan City

The modernizing apprenticeship helps the western developed countries to store a large number of skilled workers,achieve good employment and enhance the country’s economic competitiveness.Today,as being a manufacturer of quantity and becoming a manufacturer of quality in the future,we must vigorously cultivate a team of highly skilled workers who have supported made in China and created in China.In order to train high-quality skilled personnel,it is necessary to combine the traditional apprenticeship with modern vocational education.That is,what we call apprenticeship of vocational education.Studying apprenticeship of vocational education is of great significance to building a powerful nation and achieving good employment.First of all,this paper carries out the concept identification of apprenticeship of vocational education and combs the situation of the apprenticeship pilot of vocational education in China.Through theoretical analysis,it is found that the apprenticeship has a positive external effect,leading a phenomenon of "free riding",that means market failure.Therefore,it is necessary to play the role of government regulation to correct it.Then,focusing on apprenticeship of vocational education in Dongguan city,this paper expounds its problems,including that the uneven distribution of the apprenticeship pilot in Dongguan,the government has not introduced the overall coordination of the implementation plan and the government financial security function is not obvious.The reason is that the existence of positive external effects led to uneven distribution,the government did not respond to the market failure of the apprenticeship,and the orientation of talent policy is not comprehensive,rooted in the inadequate of the government regulation.In order to solve the problems,this paper compares the experience of apprenticeship of vocational education in typical pilot cities in China and other foreign countries,including emphasizing the role of enterprises in apprenticeship,giving full play to the function of government regulation,in order to provides a useful idea in giving the countermeasures and suggestions how to establish a better government regulation to Promote the apprenticeship of vocational education that the mechanism of apprenticeship should be the mainstay,and the guidance of social public opinion should be strengthened,the role of government should be exerted,so as to promote the development of apprenticeship in vocational education healthily and sustainably.
