| In China,there are still many problems in the balanced allocation of educational resources in the stage of compulsory education,especially the allocation of teachers in compulsory education.In the past,most of the researches on the balanced development of compulsory education focus on the fairness of the starting point of education,but now we pay more attention to the fairness and balance of the compulsory education.The balanced allocation of teachers in urban and rural compulsory education will be an important factor in determining the equity of compulsory education.Therefore,it is of great theoretical and practical significance to study the allocation of teachers in the balanced development of compulsory education in urban and rural areas.This paper analysis the development of urban and rural compulsory education balanced allocation of teachers in Jinjiang City from four aspects which are teachers’ allocation structure,mobility,training,rights and benefits in urban and rural compulsory education.It uses the status quo of literature research,questionnaire investigation and interview,comparative research method.And this paper points out that there are three problems existing in the course of allocation of teachers in urban and rural compulsory education,such as imbalance of the allocation process of teachers in compulsory education,imbalance of teachers’ flow mechanism and imbalance of construction mechanism of teachers.This paper analyzes the causes of the problems of the allocation of teachers in urban and rural compulsory education in Jinjiang from the policy,economic and social levels by using the theory of resource allocation and the theory of government functions.And then it finds out that the imperfect teachers’ allocation policy,discrepancy of economic and the factor of school management and teachers are the deep reasons which cause the problem of the allocation balance of Jinjiang compulsory education teachers.At last,on the basis of learning the experience of other cities of urban and rural compulsory education balanced allocation of teaching experience like Qingzhou City and Tongling City,this paper The paper puts forward that the government should start from the process of allocation of teachers in compulsory education,the flow of teachers,the training of teachers and the treatment of teachers’ rights and interests,and puts forward the suggestion to establish a balanced development supervision system for the allocation of teachers in compulsory education to complete the balanced development of the urban and rural compulsory education allocation of teachers in Jinjiang. |
