The training objectives of vocational schools are to cultivate high-quality laborers and skilled talents who are compatible with the requirements of China’s socialist modernization and all-round developed, and who have comprehensive professional abilities and work in the front line of production services. The purpose of public basic courses is to lay a foundation for professional development, which improves students’ comprehensive quality and helps them have a positive development in their future career. The aim of the study is to investigate the establishment and teaching of vocational school public fine arts curriculum in Zhanjiang. The questionnaire and the case are adopted in this study. It is found that there are problems in the current situation of vocational school public fine arts curriculum in Zhanjiang. Therefore, two new curriculum countermeasures and suggestions are proposed. The theoretical basis of the teaching strategy of “aesthetic quality teaching” is derived from Mr.Wu Guanzhong’s art education thought. This article studies the aesthetic quality such as art history and art appreciation adopted in teaching.Teaching experiments can verify the effectiveness of the strategy of “aesthetic quality teaching”: Students’ interests in learning can be improved, students’ art and culture quality can be strengthened, and the current situation of vocational school public fine arts curriculum in Zhanjiang can be greatly improved. In teaching experiments, this study proposed the teaching mode of “learning by competition” which is to integrate the elements of public fine arts theory in various traditional professional skill competitions. This teaching mode is beneficial to encourage students to combine their own professional knowledge with art skills as the carrier, and to enhance the integration and mutual promotion of professional knowledge and art.It is proved that the teaching mode of “learning by competition” adopted in vocational school public fine arts curriculum in Zhanjiang has a positive impact on curriculum development, teaching quality improvement, teachers’ curriculum reform and self-improvement and students’ learning motivation.
