This paper mainly uses the approach of literature,logic analysis,comparative analysis,investigation,mathematical statistics and so on to get a macro grasp of the implementation of the relative policies towards the physical exercise for college students.Study on the implementation of sports policy in institutions of higher learning in Henan Province.Also the influencing factors and characteristics which affect the process of implementation.They also investigated the issue from different diverse perspectives.Their analysis and interpretation,thus put forward an optimization path.Based on the current sports policies and regulations in colleges,this paper aims to analyze the current implementation of sports policies for college students.Established three first-level evaluation indicators,eight second-level evaluation indicators,and 40 third-level evaluation indicators,Analysis of the main issues in the implementation process in the organization of management,implementation of resources,implementation of three aspects of effectiveness.Last but not least.The current analysis of the implementation of sports policies in institutions of higher learning in Henan Province is specifically analyzed from the aspects of leadership responsibilities,school sports management,organization of safety and security organization,teacher protection,venue facilities,physical education curriculum,extracurricular sports activities,and college student physique health testing.The findings are as follows:(1)Organization and management: The colleges and universities have a strong sense of leadership responsibility,and the completion of sports sports work arrangements and safety assurance management indicators has exceeded 50%;(2)Execution resources: Insufficient facilities for school gyms,10% of colleges and universities that can meet the “Institutions for sports facilities and equipment for colleges and universities,” and 87% for colleges and universities where the teacher-student ratio exceeds 1:180;30% of the schools are seriously lacking in the program;the same professional title coefficient and the time factor coefficient is 1;the sports facilities are open to students and residents for more than half of the holiday period;(3)the effectiveness of the exercise: More than 15 colleges and universities in the school physical education course are taught.%,67% of colleges and universities require students to master at least two sports skills;grade one and two grade physical education courses meet 144(108)more than 70% school hours,3rd grade and postgraduate elective courses accounted for 39%;classroom arrangement arranges exercise cardiopulmonary function Only two schools that had reached30% were completed;more than 50% of the workload was included in extracurricular sports work and led out teams;65% of schools set up sports theory courses,and schools that set up rehabilitation courses for special groups accounted for 47%;54% of colleges and universities held school games(cultural festivals)more than twice,only 10% of colleges and universities with student participation rate of 50%;not less than school sports associations Twenty schools accounted for 15% of the total number of surveys;in school physical health work,the school established 76% of the document schools that improved the physical quality of students,and the schools that published physical examination results and archives exceeded 59%.More than 60% of schools had The unqualified students were given to work,and 79% of the schools were still unqualified according to the student's make-up exam.44% of the college's advanced honors were excellently correlated with the students' physical fitness test scores;(4)Implementation of the object:student sports participation Cognitive attitudes are good.More than 90% of students like to participate in sports,but the participation rate is relatively low.Less than 20% of the students often participate in sports.The factors that affect them are the activity companions and activity interests.The short-sightedness of interest and vision affects the improvement of students' physical fitness and the quality of the implementation of sports policies in colleges and universities;(5)Policy texts: Policy texts are of good quality,specific content,and reasonable goals.They have initially formed a reasonable set of sports policies and regulations,sports laws are less,and there are not enough heights.The implementation rules of the schools are not perfect and some texts are stated It is not clear and repetitivePut forward the following promotion strategies:(1)Improve institutional facilities,regulatory agencies and incentive mechanisms;(2)increase investment in sports infrastructure and increase the number of teachers in physical education;(3)revise administrative supervision measures and improve working attitude among policy subjects.Awareness;(4)Strengthen policy advocacy to improve students' self-interest and short-sightedness in sports choices;(5)Establish policy feedback mechanisms to improve the quality of policy texts.
