In the early 1990 s,with the implementation of the reform of the charging system for colleges and universities in our country,students accepted the higher education from the “free college” model to the individual shared cost model for higher education.With the transformation of the model,the cost of higher education cost sharing among students has been increased.At the same time,family economic expenditures have also increased,which has caused some families with difficulties in colleges and universities to miss opportunities for higher education.With the gradual rise of the charging standards for colleges and universities,the population size of families with financial difficulties in colleges and universities has gradually become larger.Therefore,the series of problems that arise from the economic difficulties of college students have aroused the attention of the party and the government.Since the founding of the People's Republic of China,the evolution of student financial aid policy systems at universities in China has experienced a mixed multi-subsidy model,which is supplemented by ground-breaking supplements,which consist of the People's Award sponsorship model for free education in the early stage of higher education and the award-based loans for higher education fees.In the new era,the university student funding policy is a fine version that has been improved on the basis of the previous policy,and has certain progress,but the effect of the implementation of the policy is still poor.The student financial aid work in colleges and universities includes identification,funding,and feedback review.The identification of students with financial difficulties in their families is the starting point,and they also play a decisive role.Domestic colleges and universities have encountered some difficulties in the identification of students with difficulties.The difficulties in determining the standards of families with economic difficulties,such as poor operability,identification of the subject's rights and responsibilities,and unreasonable methods of identification,have revealed the extensiveness of the funding system.In the past decade,the number of positive and negative news reports on students with financial difficulties in the family has been increasing.This has led to extensive discussions among the public and formed a certain amount of pressure on public opinion.Accurate recognition should be born on a regular basis.The concept of precision poverty alleviation was first proposed in 2015 and was specifically explained at the Fifth Plenary Session of the 18 th Central Committee.The first step in accurate poverty alleviation work is to accurately identify and accurately identify the supporting targets as the main task of poverty reduction work.In the face of the difficulties in the rescue of poor students in colleges and universities,the Ministry of Education promulgated the "Notice on Further Strengthening and Standardizing the Identification of College Students with Financial Difficulties in the Family" in 2017,which requires the determination of the family's financial difficulty and the standard of the degree of difficulty in applying for the assistance of students.Make changes and gradually improve the four-level working mechanism.Precise accreditation is the first priority and the most important task for accurate funding.Under the influence of the concept of precision poverty alleviation,we will seriously discuss specific measures and methods for determining accuracy,and further improve the scientific level of the poverty alleviation work in universities.This article is a sample of colleges and universities selected within the scope of Henan Province.It adopts the method of determining the difficulties of students with family difficulties as the policy text and adopts questionnaire surveys and interviews to dig deeper into the problems that arise when colleges and universities in the province are identified as having difficulties: the standard can be identified.Poor operability,identification of the subject's rights and responsibilities,and lack of scientific and rational methods of identification.Based on sample surveys in some colleges and universities in Henan Province,using SPSS22.0 and EXCEL mapping analysis,in-depth analysis of errors in the implementation of the identified policies,and further put forward the path for the realization of accreditation for college students with financial difficulties in the family,and improve the effectiveness of the identified work.Scientific level.
