As the core part of the whole education system,compulsory education is also an important part of basic public services.Education equality can be better reflected in the realization of equalization of compulsory education.The study of equalization of compulsory education plays an important role in promoting educational equity.From the "Compulsory Education Law" issued by the state in 2006,it is the first time that"promote the balanced development of compulsory education",and then the government departments and researchers focus on the equalization of compulsory education.This shows that the equalization of compulsory education has always been the focus of research.Starting from the connotation of equalization of compulsory education,this paper further expounds it by using the theory of public goods and the theory of educational equity.In order to analyze and compare the equalization of compulsory education in Changsha in 2016,the present status and main problems of the equalization of compulsory education in Changsha are studied by using the appropriate evaluation index system of compulsory education equalization.The index system includes three levels:educational opportunity,educational process and educational result.In the equalization of compulsory education opportunities,all areas in Changsha have reached complete equality.However,with the increasing number of students in the compulsory education stage in Changsha,the demand for compulsory education opportunities has continued to rise.The number of students in every class in primary and secondary schools in Changsha is too large,forming a "big shift"problem.In terms of equalization of compulsory education process,the equalization level of compulsory education in all districts of Changsha is generally better than that of the national standard.However,there are differences in different districts,which makes people more willing to choose schools with higher level of compulsory education,leading to the problem of "hot school choice".In the equalization of compulsory education results,the primary schools in Changsha have fully realized the equalization,and the junior middle school has not been fully reached,and then the"key class" problem has been produced.These problems are caused by the differences in the economic level between the various districts of Changsha,the institutional constraints of the two yuan structure of urban and rural areas,the lack of protection of the legal and policy aspects,and the differences in the concept of school education and the management ability.Based on the actual characteristics of compulsory education in Changsha,this paper puts forward some policy recommendations for promoting the equalization of compulsory education in Changsha.In terms of finance,the government should continue to increase its financial expenditure on compulsory education.In the aspect of financial support,it is necessary to establish a financial transfer payment system with a tendency of responsibility.At the same time,we need to improve the regulatory system and further standardize the behavior of school running in primary and secondary schools.The basic standards of running schools should be unified and the distribution of educational resources should be balanced as a whole.Of course,teachers can also start from the perspective of teachers and establish a mechanism for teacher mobility and training.In the era of big internet data,the network education resources have developed rapidly.The sharing of educational resources can be carried out on the network,to a certain extent,the equalization of the educational process has been promoted.
