The State Concil issued measures for the implementation of education for the free normal students in universities directly under the Ministry of Education in 2007.Since then,Hunan Province launched the training program for the free normal students in 2008 in succession.The main purpose of the program is to cultivate a large number of excellent teachers and educators for rural areas and to encourage more outstanding young people to do educational workers,which helps to solve those significant problems like the imbalance of educational resources,the educational opportunity unfairness between urban and rural areas,etc.The original intention of Free Normal Education Policy in Hunan Province cannot be achieved and those problems expected to be solved cannot be solved in time if the free normal students cannot work at those rural primary schools under the agreement.Therefore,this study takes those free normal students in a normal university in Hunan province as samples which aims at investigating their teaching willingness and influential factors;besides,the study attempts to put forward some effective and feasible suggestions for the improvement and implementation of the policy.The paper is mainly divided into four chapters.The first chapter is the introduction of the Free Normal Education Policy in Hunan Province including the research background and its meaning,the methods and the literature review.The second chapter analyzes the free normal students' professional willingness in four dimensions inlcuding their willingness for being a teacher,willingness for being a teacher in origin regardless of the time limit,willingness for being a teacher in origin at least 8 years,willingness for being a teacher for a long or lifelong time.The third chapter analyzes the influential factors of willingness.According to the survey data by questionair and interview records,this part about influential factors mainly discusses from four aspects:individual,important others,teacher professional and policy-perception.The fourth chapter offers the outcome of empirical investigation;in addition,it mainly includes the suggestions for improving free normal students' willingness for being a teacher under the agreement.In summary,the study through deep investigation and analysis finds that,firstly,free normal students' willingness for being a teacher in origin regardless of the time limit and willingness for being a teacher in origin at least 8 years are comparatively lower than two other;besides,the willingnesses exist different degrees of difference in gender,grade,major,undergraduate entry category,homeplace location and household income.Secondly,their willingnesses are affected by various factors mainly including four aspects like individuals,important others,teaching professional environment and policy perception;in addition,most of them choose the profession under agreement not out of love for the teaching profession itself,but greatly affected by other external factors like the teching profession' s treatment and stability and so on.Thirdly,there is much confliction between the policy design and the stdents' professional willingness,which becomes a key factor to inpact their willingness.The conclusion shows that measures should be took from policy design itself,college cultivation and other indemnificatory measures to improve the free normal education policy.Only in this way,will the free normal students' willingness be greatly raised so that they will "come from the countryside and go back to the countryside" of their own acccord.
