Research On The Improvement Of Internal Governance Structure Of Public Higher Vocational Colleges

Higher vocational education in China has a quite history many vocational colleges were just transferred into higher ones during the past several decades.Being both “higher” and “professional”,higher vocational college,as one part high education and at its very beginning,simply copied the management of undergraduate universities,but neglected its own characteristics,With the economic structural reform and upgrade,higher vocational college is meeting a watershed.Under the current imperative transition from expansion to depth,higher vocational education should focus on the internal reform on management.This paper begins with a review of the history of public higher vocational college management.It adopts the methods of documentations,researches and case-studies.It looks into the case of A school of Shaanxi,analyzing some eminent governance problems and tries to find out the reasons which entailed those problems.Such problems etc,a)not diverse enough governance body;b)low participation of industries involved,etc.Thirdly,this paper gives some advice on governance structure regarding A school.1)the establishment of faculty board;2)to reinforce the party committee’s role in the management;3)an innovated voting system of the president;4)to free the management from administrative interference;5)to focus on law,democracy and supervision in higher vocational colleges.With these,the author hopes to shed some light on the perfection of higher vocational education.
