Since the party's 18 th National Congress,the population development situation that still exists in the face of the problem of low fertility levels in China,the deepening of the ageing population,and the high gender ratio of the birth population,The Central Party Committee with Comrade Xi Jinping as the core coosts the balanced development of population to a new strategic height,at the same time,it also made relevant adjustments to China's reproductive policy,implemented the "comprehensive two-child" policy,it also stressed the importance of improving the quality of the population for the balanced development of the population.Since the population balance not only means that the population size,population structure,and population quality within the population reach a state of equilibrium,it also means that the development of the population should be coordinated with the economy,resources,and environment,how to improve the coordination of population and other systems is of great significance to the future economic and social development.As we all know,China has a large population base.although the Chinese government has adopted a series of family planning policies,due to the inertia of population growth,China still has a large population size,and social problems caused by huge population pressures are gradually emerging,there are also many problems in the balanced development of the Northeast population.This article compares the data from the three northeastern provinces with the national average,and sums up the current situation of population balance in Northeast China.First of all,it expounds the significance of promoting the balanced development of the population in Northeast China,at the same time,it summarizes the relevant research results of domestic and foreign scholars on the balanced development of population and summarizes the related theories involved in the article.through the general description of the balanced development of the population in Northeast China,it points out that the population size in the population is reduced,the population is aging,the sex ratio of the birth population is high and the population distribution is uneven,at the same time,it is pointed out that the urbanization rate is high,the Engel coefficient is low,some natural resources are rich and the ecological environment is good in the development of the population external equilibrium.In the evaluation of balanced population development,empirical analysis is carried out by constructing models,and the balance of development of the population in Northeast China is evaluated by using the final balanced population development index,it is also concluded that the external system of the population has a higher degree of equilibrium than the internal population system,the contribution rate of the population structure and the economic and social system to the equilibrium of the internal and external systems is the highest,as well as the relevant conclusions about the contribution rates of population internal and external systems to the balanced population development in different regions.Finally,the relevant conclusions are made to propose relevant policies and recommendations.,it is proposed that in promoting the balanced development of the population in Northeast China,we should formulate and implement a population-balanced social development strategy,establish and improve a comprehensive evaluation system for long-term balanced population development,and increase human capital investment,at the same time,we must strengthen the construction of the public service system,increase the monitoring of environmental quality,adjust the industrial structure,and take a new road to industrialization.
